The quality of fiqh learning in elementary schools still faces challenges, particularly the lack of interactive learning media that can enhance students’ active participation. This study aims to develop interactive multimedia based on Problem-Based Learning (PBL), focusing on the implementation of the conditions and pillars of tayammum at MIN 1 Muna. The development model used is ADDIE, consisting of five phases: analysis, design, development, implementation, and evaluation. The product was created using Canva software and validated through expert reviews involving media experts, subject matter experts, and user testing with sixth-grade students. The instrument's validity was tested using the Content Validity Ratio (CVR), yielding scores between 0.75 and 0.84, while its reliability was assessed using Cronbach’s Alpha, which reached 0.91. The validation results indicated that the media scored an average of 90.37% (Excellent) by media experts, 90.95% (Excellent) by subject matter experts, and 77.35% (Good) based on student feedback. In conclusion, the multimedia is proven to be valid, practical, and effective in enhancing students’ conceptual understanding and 21st-century skills. Further development is recommended through scaffolding features, large-scale field trials, and teacher training to optimize implementation. ABSTRAKKualitas pembelajaran fiqih di sekolah dasar masih mengalami masalah, terutama minimnya media pembelajaran interaktif yang dapat meningkatkan partisipasi aktif siswa. Penelitian ini bertujuan untuk menciptakan multimedia interaktif yang berlandaskan Problem Based Learning (PBL) terkait dengan pelaksanaan syarat dan rukun tayamum di MIN 1 Muna. Model pengembangan yang diterapkan adalah ADDIE, yang meliputi lima fase: analisis, desain, pengembangan, implementasi, dan evaluasi. Produk dibuat dengan menggunakan perangkat lunak Canva dan telah divalidasi melalui uji oleh ahli media, ahli materi, serta uji pengguna yang melibatkan siswa kelas VI. Instrumen diuji validitasnya melalui Content Validity Ratio (CVR) dengan skor antara 0,75–0,84, sementara reliabilitasnya diperiksa menggunakan Cronbach Alpha yang mencapai 0,91. Hasil evaluasi validasi menunjukkan rata-rata skor kelayakan media dari ahli media mencapai 90,37% (Sangat Baik), ahli materi 90,95% (Sangat Baik), dan umpan balik siswa mencapai 77,35% (Baik). Sebagai kesimpulan, multimedia ini terbukti valid, praktis, serta efektif dalam memperbaiki pemahaman konsep dan keterampilan abad 21 siswa.
