Abstract

This study aims to analyze the influence of political figures on the victory of the Golongan Karya (Golkar) Party in the 2024 Legislative Election in North Sumatra Province. The research focuses on the role of Musa Rajekshah (Bang Ijeck) as Chairman of the North Sumatra Golkar Regional Leadership Council (DPD), who is considered successful in mobilizing public support through social capital, a positive public image, and effective political communication strategies. The research employed a quantitative method with a multiple linear regression approach, involving 400 respondents selected through a multistage stratified purposive sampling technique. Data were collected using a Likert scale questionnaire and analyzed through validity, reliability, and classical assumption tests, followed by hypothesis testing. The results indicate that political figures have a positive and significant influence on voting decisions, with a coefficient value of 0.414, a t-value of 8.861, a significance level of 0.000, and a contribution of 61% (R²=0.610). These findings confirm that local political figures can be a key factor in winning elections, even without the support of national figures or the dominance of money politics practices. The practical implication of this study is the importance for political parties to maintain and develop the image of figures with integrity, capacity, and emotional closeness to the community, accompanied by adaptive communication strategies for various voter segments.

Abstract

Indonesia merupakan negara kaya dengan beragam agama, budaya, adat istiadat, dan sumber daya alam. Hutan Perempuan di Kampung Enggros menjadi salah satu kekayaan nusantara yang harus dijaga dan lestarikankarena pengelolaannya berbasis kearifan lokal dimana yang bisa memasuki hutan adat tersebut hanya diperbolehkan perempuan. Keterikatan antara perempuan Kampung Enggros dan Hutan Perempuan adalah bentuk nyata dari perjuangan ekologis berdasarkan nilai-nilai Pancasila. Mereka menempatkan hutan sebagai sumber kehidupan yang tidak bisa dipisahkan dengan kesehariannya melalui tradisi dan nilai-nilai luhur yang diwariskan turun temurun. Kearifan lokal di Hutan Perempuan menjadi alat perekat budaya nusantara Indonesia dalam membumikan Pancasila melalui pelestarian alam berbasis masyarakat adat. Tujuan penelitian ini adalah menjelaskan bagaimana membumikan Pancasila melalui kearifan lokal di Kampung Enggros, Provinsi Papua. Metode penelitian ini adalah penelitian kualitatif dengan analisa deskriptif. Hasil penelitian ini yaitu etika lingkungan perspektif Pancasila, tantangan ekologis pengelolaan Hutan Perempuan dan implementasi Pembumian Pancasila berbasis kearifan lokal pada Hutan Perempuan.

Abstract

The purpose of this study is to explain the critical role of strengthening the institutional framework of the Regional Representative Council (DPD RI) in strengthening regional independence, particularly regarding the minimal authority of the DPD based on the constitution, namely proposing draft laws related to regional interests, and participating in discussions. This is, of course, not the basic authority of the parliamentary institution, but only a derivative of the authority of the DPR, which means the DPD is not a complete legislative institution because it does not have the authority to make final decisions in the political process. This research methodology is qualitative with descriptive analysis. The results of this study explain the institutional position of the DPD in the Indonesian constitutional system, the strengthening of the bicameral system, and the idea of amending the 1945 Constitution to strengthen the position of the DPD. Constitutional breakthroughs to improve the position of the DPD are essential because, since the DPD was established, there has been no breakthrough in its institutional function. Strengthening the function of the Regional Representative Council (DPD) through the fifth amendment to the 1945 Constitution is expected to optimize regional autonomy as an anchor of development and national integration. Therefore, it is also necessary to build the desire, togetherness, and will of stakeholders, such as political parties, the House of Representatives (DPR), the Regional Representative Council (DPD), academics, and the community, to realize the noble ideals of developing a more advanced, effective, and equitable Indonesia.
