Abstract

Kintamani District has amazing tourism potential, such as Caldera Batur, Lake Batur, Gunung Batur, Bali Aga Trunyan Village, and many more that makes Kintamani District one of the reasons why local and foreign tourists are interested. However, the rapid development of tourism that occurred resulted in many tourist support facilities, such as Glamping (Glamour Camping), which began to spread throughout the Kintamani sub-district. This is also of particular concern, as many glamping that are built is in the disaster-prone zone. This can harm tourists, especially tourists staying at the related glamping. The data used to analyze the spread is SHP (Shapefile) digitized the glamping spread location, which will be overlayed with disaster-prone SHP data. In the process, the Arcgis mapping application, 10.8 as well as Google Earthpro and SAS Planet support software was used. The results of this study are a map of glamping overlay analysis on disaster-prone zones in Kintamani District, which is an interpretation of which glamping locations are located in disaster-prone zones.

Abstract

Pandemi Covid-19 telah mentransformasi pariwisata di area Kintamani Bali. Ekspansi usaha pariwisata berkembang pesat dengan fakta empiris dilapangan makin banyak penyedia layanan Jeep Tour dan Coffee Shop. Tujuan penelitian ini adalah mengkaji kesenjangan regulasi dan risiko lingkungan berdasarkan eskpansi tersebut. Motede yang digunakan dalam penelitian ini adalah Deskriptif Kualitatif dengan mengadopsi model Miles, Huberman, dan Saldana (2014). Hasil penelitian menunjukkan bahwa Jeep Tour menjadi primadona di Kintamani dengan menawarkan Sunrise di area Black Lava Gunung Batur, akan tetapi saat high season kemacetan terjadi di area Kintamani karena lebih kurang 700 Jeep beroperasi dan hal ini berdampak pada keberlanjutan lingkungan. Hal ini senada dengan ekspansi coffee shop di sepanjang penelokan main road yang tumbuh sangat pesan di bangun di beberapa titik rawan longsor tingkat tinggi. Meski demikian pelaku usaha coffee shop telah memiliki ijin usaha resmi dari pemerintah dan mengklaim sudah menggunakan teknologi terbaru dalam konstruksi pembangunan dan pembuangan limbahnya. Tumpang tindihnya regulasi ini lah yang menjadi temuan sekaligus kesenjangan, sehingga pemerintah perlu membuat suatu regulasi yang lebih jelas dan komprehensif, holistik, dan integratif yang tidak hanya mencakup aspek perizinan, tetapi juga memperhatikan faktor risiko lingkungan secara lebih mendalam.

Abstract

Badung Regency, as the main tourism center in Bali, has experienced massive agricultural land conversion to meet the needs of tourism facilities. The area of rice fields decreased from 9,072 hectares in 2019 to around 8,024 hectares in 2022, with an average conversion rate of around 95 hectares per year. This phenomenon has had a significant impact on the welfare of local communities who have lost their livelihoods in the agricultural sector, even though they have gained short-term economic benefits from the sale of land. This study aims to analyze land conversion patterns and evaluate their impact on the economic, social, and cultural welfare of local communities. The research method uses a mixed approach, including literature studies, quantitative surveys of affected communities, stakeholder interviews, and satellite image-based spatial analysis. This study is expected to provide a comprehensive understanding so that land management can balance the needs of tourism development and the preservation of community and environmental welfare.
