Abstract

This research is a qualitative study with a descriptive approach, namely an approach that has descriptive narrative characteristics to the main topics in this study which include the Role of Women, Gender Roles, and Indonesia EMAS 2045. The data used in this study are secondary data that researchers obtained from various credible sources such as scientific articles, books, and so on which are commonly used in every study. The data obtained by researchers are analyzed with the stages of data collection, data selection, data reduction, and drawing conclusions. The conclusion in this article show that women have more flexible skills, are more careful, have a higher level of concern, and have a higher level of immunity compared to men. The advantages that women have should be utilized as well as possible so that they can be involved in government, state and private companies, and other groups to improve good corporate governance in the scope of government, companies, and other groups which can ultimately work together in creating Indonesia EMAS 2045. Involvement to achieve Indonesia EMAS is in line with the spirit of feminism and gender.

Abstract

Poverty as a multidimensional problem, is a fundamental challenge to development, necessitating policies that go beyond temporary assistance and strengthen the quality of human resources. The Indonesian government has implemented the Family Hope Program (PKH) as a form of conditional social protection. This study aims to analyze the implementation of PKH as a public policy tool to reduce poverty and identify factors influencing its effectiveness. The study employed a Systematic Literature Review (SLR) method with a descriptive qualitative approach through an examination of various related scientific articles. The findings indicate that PKH contributes significantly to improving the welfare of the poor, particularly in education and health, and serves as a social safety net during crises. However, its effective implementation remains hampered by communication, resources, disposition, and bureaucratic structure. The main obstacles identified are inaccurate targeting of beneficiaries, limited capacity of facilitators, and weak inter-agency coordination. Therefore, PKH is an effective short-term policy, but requires improved governance and integration with economic empowerment programs to achieve sustainable poverty alleviation. This research contributes to the enrichment of public policy implementation studies through a synthesis of literature findings

Abstract

This study aims to evaluate the implementation of the Suroboyo Bus priority lane sterilization policy in Corridor R1/R2 of Surabaya City. The existence of this mass transportation is expected to unravel urban traffic congestion, but operational reality on the ground shows a significant deviation in waiting times. The approach used is a descriptive qualitative research utilizing the public policy evaluation criteria from William N. Dunn, which includes effectiveness, adequacy, and responsiveness. Primary and secondary data collection was conducted through observation, in-depth interviews, and documentation studies. The research results prove that the policy implementation has not been effective because the fleet waiting time reaches 32 minutes, which exceeds the 15-minute service standard due to the loss of road space autonomy in mixed traffic. The adequacy level of the instrument is considered very weak because visual paint markings have failed to create a psychological deterrent effect without being balanced by the construction of physical barriers and law enforcement. This structural failure impacts the low responsiveness of services, which then triggers a crisis of trust and a shift in commuter behavior towards ride-hailing services. The researcher recommends tactical interventions in the form of integrated law enforcement, the installation of concrete physical separators, and the adoption of transit signal priority technology at intersections.
