The implementation of governance in the village, so far only refers to the village head and village apparatus. Law No. 6 of 2014 concerning villages has stated that the Village Consultative Body or what is referred to by other names is an institution that carries out government functions whose members are representatives of the village population based on regional representation and are democratically determined. The Village Consultative Body has the duty to discuss and agree on various policies in the administration of the Village Government. In an effort to improve institutional performance at the village level, strengthen togetherness, and increase participation and empowerment the community, the Village Government and / or the Village Consultative Body facilitate the implementation of the Village Deliberation.

The determination of an adat community become adat village results in implementing one function, governmental function. It is the adat village governance that will fulfill a village authority based on the rights of origin. This research aims to identify the development and transformation of the adat village governance in Karo Regency. This is an empirical law research with a qualitative analysis. Data is collected from both literature study and field study by carrying out an observation and comprehensive interviews. The result shows that management and implementation of adat village governance are done in accordance with rights of origin and adat law. Aside from a Village Head, a Turpuk (adat Head) is also recognized. According to agreed regulations, a Village Head must also be a Turpuk. It means the Turpuk must have a surname of Simanjorang or Munthe which is regarded as a descendant of the village (huta) founder. In carrying out its governance, the Village Head must involve the Turpuk. This regulation has been applied prior to the ratification of Article Number 6 Year 2014 on Villages till present. Social media is a gathering place for people using internet networks, not infrequently even on social media people who have the same mutual interests and form a community. The presence of these community groups can certainly be a target for business people to promote their products, including products from MSMEs. Promotion through the community on social media can be done through soft selling. Effective and efficient use of social media by business actors as a means of trade promotion requires guidance and direction through training. Therefore, in this community service activity, training was carried out on improving and developing business opportunities for Micro, Small and Medium Enterprises (MSMEs) through online promotions on social media to MSMEs located in Kelurahan Gedung Johor. The method of implementing activities is carried out in the form of counseling and interactive dialogue with participants. The use of social media is carried out effectively by providing the best service to consumers by conveying honestly and in good faith, about the merchandise being promoted, there are no things to hide, this is useful for building the seller's reputation and maintaining the trust given by consumers so that consumers remain loyal to the merchandise products of these MSME entrepreneurs.

Every member of the community wants to live in prosperity with their entire family through various kinds of businesses, including home industries. Home Industry (IRT) is an activity carried out in the home, although in the end the Home Industry will be marketed outside the home. Home Industry (IRT) is an industry with a workforce of one unit to four people. This industry has very limited capital. If the activity goes on for a long time, there will be an impact on the home business, namely it is not registered and does not have an official permit from the Government. One of the Home Industries (IRT) is in Petumbukan, Deli Serdang Regency. This Home Industry is a food and snack business or is called a snack. This Home Industry (IRT) has the name RJ, which stands for the name of the owner, Raju. This Raju Home Industry has five workers. This Raju Home Industry Business starts from morning until evening. Besides producing food (light snacks) consisting of sweet potato chips and banana chips. Currently the Home Industry (IRT) is very rapidly developing in Indonesia in general and in the Deli Serdang Regency area in particular. With the proliferation of Home Industries in City Districts, they should understand their obligation to regulate Business Place Permits (SITU) because if the Home Industry has taken up its home business, it will benefit a lot, one of which is getting a loan / capital credit from Government bank. Therefore, through community service activities for Lecturers who are Compulsory to Serve which was carried out on Monday, September 21, 2020, socialization was carried out on how or procedures so that Home Industry (IRT) on Petumbukan Jalan Besar Number 46 can obtain a Business Place Permit (SITU). and partners understand the benefits that will be obtained after obtaining the Business Place Permit (SITU). Chaired by: Suria Ningsih, SH. MHum, and consisting of Erna Herlinda, SH. MHum, Dr. Jelly Leviza, SH. MHum, Prof. Dr. Hasim Purba, SH. MHum, Dr. Sutiarnoto, SH. MHum. The method used in this socialization activity was a focused discussion beginning with a lecture and continued with direct questions and answers with the participants.

The rapid development of technology has resulted in significant changes to the loan process, whichhas certainly made it easier for people who need to take loans so that they no longer need to go to banks or other financial service institutions. However,online loans can also cause problems if they are not well understood.In order to understand Peer to Peer Lending (onlineloans) in Indonesia,we need to refer to Financial Services Authority Regulation No.11/POJK.In this regulation, peer to peer lending (online loans) is defined as an act of providinglending and borrowing services directly between lenders and information technology-based loan recipients.As of August 14th, 2020, there are 157 fintech companies already registered and licensed in the Financial Services Authority (OJK). OJK urges the public to use registered and licensed fintech lending services. To increase public awareness and knowledge in peer to peer lending (online loans), we conducted a socialization in the form of counseling to peoplein Sunggal Village, Medan Sunggal. The method used in this socialization is a focus discussion, starting with a lecture session then continued with a Q&A session among participants. The lecture session was conducted in order to deliver important learning materials for the participant to know and understand. Meanwhile, the Q&A session was conducted in order to complete unclear material and help to solve the problems related to Online Peer to Peer Lending. After participating in this socialization, the public can identify trusted online loan providers, which are providers registered with the Financial Services Authority (OJK). This means people can be spared from untrusted online loan providers and can report them to OJK when they found unregistered providers with bad intentions.
