Abstract

Abstract: This study aimed to analyze the influence of organizational culture, supervision, and leadership role modeling on the work discipline of civil servants at the Regional Office of the Ministry of Religious Affairs of North Sumatra Province. The population included all civil servants excluding top-level leadership, totaling 158 employees, with a sample size of 61 respondents selected through saturated purposive sampling. The research was conducted in 2025. Data were collected using questionnaires and analyzed through multiple linear regression using a quantitative-associative approach with SPSS version 25. The results indicated that organizational culture, supervision, and leadership role modeling had a positive and significant influence on employee work discipline, both partially and simultaneously. Among the independent variables, organizational culture was found to be the most dominant factor affecting work discipline, as indicated by the highest Beta coefficient. The regression model explained 90.3% of the variation in work discipline, while the remaining 9.7% was attributed to other unexamined factors. The findings also revealed a very strong relationship between work discipline and the three independent variables. Keyword: Organizational Culture, Supervision, Leadership Role Modeling, Work Discipline. Abstrak : Penelitian ini bertujuan untuk menganalisis pengaruh budaya organisasi, pengawasan, dan teladan pimpinan terhadap disiplin kerja pegawai negeri sipil di Kantor Wilayah Kementerian Agama Provinsi Sumatera Utara. Populasi dalam penelitian ini adalah seluruh pegawai negeri sipil selain pimpinan, berjumlah 158 orang, dengan jumlah sampel sebanyak 61 responden yang ditentukan melalui teknik purposive sampling jenuh. Penelitian dilaksanakan pada tahun 2025. Pengumpulan data dilakukan melalui penyebaran kuesioner dan dianalisis menggunakan metode regresi linear berganda dengan pendekatan asosiatif-kuantitatif melalui bantuan perangkat lunak SPSS versi 25. Hasil analisis menunjukkan bahwa budaya organisasi, pengawasan, dan teladan pimpinan secara parsial maupun simultan berpengaruh positif dan signifikan terhadap disiplin kerja pegawai. Di antara ketiga variabel bebas, budaya organisasi merupakan faktor yang paling dominan memengaruhi disiplin kerja, ditunjukkan oleh nilai koefisien Beta tertinggi. Model regresi mampu menjelaskan variabel disiplin kerja sebesar 90,3%, sementara sisanya dipengaruhi oleh faktor lain yang tidak diteliti. Temuan ini juga menunjukkan adanya hubungan yang sangat kuat antara disiplin kerja dengan ketiga variabel bebas.  Kata kunci: Budaya Organisasi, Pengawasan, Teladan Pimpinan, Disiplin Kerja.

Abstract

Perkembangan digitalisasi di dunia kerja membawa perubahan signifikan dalam pengelolaan sumber daya manusia (MSDM), khususnya dalam meningkatkan keterlibatan (engagement), motivasi, dan produktivitas karyawan. Penelitian ini bertujuan untuk menganalisis pengaruh digitalisasi HR yang dikelola oleh MSDM terhadap kinerja organisasi, dengan fokus pada pemanfaatan teknologi dalam monitoring kinerja, pelaporan, dan pengembangan kompetensi karyawan. Selain itu, penelitian ini menekankan pentingnya Etika Profesi sebagai kerangka kerja yang mendasari implementasi sistem digital HR. Metode penelitian yang digunakan adalah kualitatif deskriptif melalui observasi, wawancara mendalam, dan studi dokumentasi. Analisis data dilakukan untuk memahami pengalaman dan persepsi karyawan, efektivitas sistem digital HR, serta kepatuhan praktik digitalisasi terhadap prinsip-prinsip Etika Profesi, khususnya terkait privasi data dan keadilan algoritmik. Hasil penelitian menunjukkan bahwa digitalisasi HR mempermudah akses informasi pekerjaan, meningkatkan feedback real-time, memotivasi karyawan, dan memfasilitasi pengambilan keputusan berbasis data oleh manajer, sehingga produktivitas dan kualitas output organisasi meningkat secara signifikan. Ditemukan pula bahwa penerapan Etika Profesi melalui kebijakan transparansi penggunaan data dan mekanisme audit terhadap bias sistem monitoring kinerja memperkuat rasa percaya (trust) karyawan terhadap sistem digital, yang pada akhirnya meningkatkan engagement mereka.

Abstract

This study aimed to analyze the effects of work facilities, work discipline, and work communication on the performance of civil servant employees at the Regional Office of the Ministry of Religious Affairs of North Sumatra Province. The study used a quantitative approach with an associative method. The research population consisted of 247 civil servant employees, with a sample of 71 respondents selected using the Slovin formula and a purposive sampling technique. Primary data were obtained through the distribution of questionnaires, and the results were processed using SPSS software version 24. Data analysis was conducted using multiple linear regression to examine the relationships between the independent variables and the dependent variable. The results showed that work facilities, work discipline, and work communication, both partially and simultaneously, had positive and significant effects on employee performance. Work discipline became the most dominant variable influencing employee performance, as indicated by the highest regression coefficient. The coefficient of determination (adjusted R²) of 0.950 indicated that 95.0% of the variation in employee performance could be explained by the three independent variables, while the remaining 5.0% was explained by other variables not included in this research model. In addition, the strength of the relationship between the independent variables and the dependent variable was categorized as very strong, with a correlation coefficient (R) value of 0.976.
