Abstract

Waste management challenges have continued to evolve in tandem with rapid population growth, which directly contributes to increasing volumes of waste. This study investigates the innovation transition in waste management practices at PUSPA Jelekong, located in Bandung Regency, Indonesia. Employing a descriptive qualitative approach, the research draws on primary data (observations and interviews) as well as secondary sources (literature and regulatory documents). The analysis is framed using Frank Geels’ Multi-Level Perspective (MLP), which conceptualizes sociotechnical transitions across three analytical levels: niches, regimes, and landscapes. The study delineates three key phases of transition: prior to 2019, the period between 2019 and 2022, and from 2023 onward. The findings reveal a substantial transformation in PUSPA Jelekong’s waste management system from a previously inadequate framework to a more integrated and innovative model. The MLP framework proves instrumental in identifying stable landscape pressures, cross-level actor interactions, and critical factors driving the transition. Moreover, the process reflects a broader shift in the social function of waste. Through PUSPA’s educational initiatives, waste has been increasingly a shift toward practices that may support the development of a community-based circular economy.

Abstract

Housing affordability is an important issue in the national and global development agenda, especially for middle-income people in metropolitan areas such as Greater Bandung. This study aims to evaluate the affordability of subsidized and non-subsidized housing in 2024 and project it until 2045, using a quantitative approach through Price to Income Ratio (PIR) analysis. The results showed that households with double income had a better level of affordability than households with single income. However, even dual-income households in the BMA still have difficulty reaching non-subsidized type 36 houses, and subsidized houses are not affordable for single-income households. Projections through 2045 show that the minimum wage increase is not enough to keep pace with the pace of house price increases, so affordability is likely to deteriorate. These findings indicate the need for more effective attention and policy interventions to ensure access to decent and affordable housing, particularly for MBM groups in metropolitan areas.

Abstract

Kawasan peri-urban mengalami adaptasi dari menyebarkan kegiatan perkotaan. Perwujudan dari hubungan ruang dan sistem sosial ekonomi yang kompleks dan dinamis pada kawasan peri-urban terlihat jelas dari kemunculan praktik komodifikasi rumah. Pada kawasan peri-urban di sekitar Universitas Telkom, berbagai kegiatan perkotaan yang menjamur berpotensi mempengaruhi pemanfaatan rumah penduduk yang dikomodifikasikan menjadi bukan sekedar rumah saja. Tulisan ini mengidentifikasi komodifikasi rumah beserta asosiasinya terhadap perubahan sosial ekonomi di kawasan peri sekitar Universitas Telkom, Kabupaten Bandung. Tulisan disusun berdasarkan penelitian yang menggunakan metode kualitatif untuk menjelaskan keberadaan, karakteristik, dan proses terjadinya komodifikasi rumah.  Hasil penelitian menunjukkan bahwa keberadaan kegiatan perkotaan berupa kegiatan pendidikan yang bergeser ke pinggiran mendorong terjadinya komodifikasi rumah di kawasan peri-urban. Pertumbuhan penduduk pada kawasan peri-urban sekitar Universitas Telkom karena adanya pendatang yang sebagian besar adalah mahasiswa berasosiasi pada terjadinya komodifikasi rumah. Dalam pengembangan kawasan, komodifikasi rumah terjadi melalui perubahan guna lahan yang memicu adanya perumahan maupun melalui perubahan fungsi rumah dan peningkatan intensitas bangunan rumah.  Komodifikasi rumah yang terjadi di kawasan peri-urban tidak membawa perubahan yang hanya terbatas pada keuntungan modal akumulatif/sumber penghasilan saja, tetapi juga dapat menghilangkan fungsi hunian dari rumah yang mengalami komodifikasi.
