Abstract

Persistent health inequities across Latin America are deeply rooted in structural social determinants, including poverty, unequal access to education, and inadequate social protection systems. This study investigates how intersectoral policy integration has been employed as a strategic response to these challenges, focusing on the alignment of health, education, and social protection policies within national frameworks. Utilizing a comparative case study approach, the research analyzes intersectoral strategies implemented in Brazil, Colombia, and Peru. These countries were selected based on the existence of national SDH policies, availability of data, and documented outcomes in health equity. The analysis draws from government policy documents, international reports, and academic literature, and applies the “Health in All Policies” (HiAP) framework as an analytical lens. The findings indicate that interministerial coordination, high-level political commitment, and flexible local implementation are critical to success. Brazil’s integration of health and cash transfer programs, Colombia’s territorial equity planning, and Peru’s centralized coordination through MIDIS illustrate diverse but effective models. Despite measurable progress, challenges remain, including fragmented information systems, uneven institutional capacity, and political instability. The study concludes that sustained, equity-focused governance is essential for effective intersectoral action and that Latin America’s experiences offer valuable lessons for global public health policy and development planning.

Abstract

This article examines the role of maqāṣid al-sharī‘ah (the higher objectives of Islamic law) in shaping contemporary Islamic legal thought and practice. As Muslim societies navigate modern challenges such as governance, human rights, economics, and pluralism, the ethical framework provided by maqāṣid focusing on the protection of religion, life, intellect, lineage, and property offers a dynamic alternative to rigid textualism. Drawing on classical jurisprudential sources and contemporary scholarly developments, this study highlights how maqāṣid reasoning allows for more purposive, justice-oriented interpretations of Shariah. Through qualitative library research and case analysis, it is shown that maqāṣid-based approaches have influenced legislative reforms in several Muslim-majority countries, guided fatwas in minority Muslim contexts, and expanded the moral scope of Islamic law to address new ethical domains such as environmental responsibility and gender equity. While debates persist over methodological boundaries and interpretive authority, the study concludes that maqāṣid al-sharī‘ah provides an essential tool for aligning Islamic law with evolving societal needs while preserving its core ethical commitments.

Abstract

This study investigates the role of vocational education in strengthening human capital as a key driver of inclusive rural economic growth. Employing a library research approach, the paper synthesizes scholarly literature, policy reports, and empirical case studies from various regions to analyze how vocational training contributes to enhancing skills, employability, and productivity in rural settings. The analysis highlights that vocational education plays a transformative role in equipping individuals with practical, market-relevant competencies tailored to local economic sectors such as agriculture, agro-industry, crafts, and renewable energy. Moreover, the effectiveness of vocational education is significantly improved when programs are context-specific, inclusive, and supported by strong institutional frameworks, including partnerships among governments, industries, and educational institutions. Special attention is given to how vocational education can address equity issues by reaching marginalized populationssuch as women, youth, and persons with disabilitiesthrough flexible learning modalities and inclusive policies. The study concludes that investing in quality vocational education is essential not only for addressing human capital deficits but also for stimulating inclusive and sustainable economic development in rural areas. Future policy and research efforts should focus on integrating technology, green skills, and local innovation into vocational education frameworks to ensure long-term impact and adaptability.
