Abstract

This study aims to analyze the utilization of digital technology in enhancing teachers' pedagogical competence in madrasahs in Jombang Regency. The research employs a qualitative approach with a case study method. Data were collected through interviews, observations, and document analysis involving teachers, madrasah principals, and students. The findings indicate that digital technology has positively impacted teachers by enhancing their creativity and teaching effectiveness. The use of learning applications such as Google Classroom, Zoom, and Quizizz has helped teachers deliver lessons more interactively. Moreover, the integration of technology into learning has increased student engagement, particularly in discussions and group work. The study also reveals several challenges in implementing digital technology, such as limited infrastructure, lack of teacher training, and disparities in students' readiness. Some madrasahs still struggle with providing stable internet access and adequate learning devices. Additionally, resistance among some teachers due to limited digital skills and the time required to adjust teaching methods remains a challenge. To address these issues, strategies such as continuous teacher training, improvement of technological infrastructure, and the development of a more adaptive technology-based curriculum are necessary. By implementing these measures, the utilization of digital technology can be optimized to support the enhancement of teachers' pedagogical competence and the quality of learning in madrasahs in Jombang Regency.

Abstract

This article critically examines the role of international investment law (IIL) in supporting the objectives of sustainable development and global partnership, particularly under Sustainable Development Goal 17 (SDG 17). Historically, IIL has prioritized the protection of investors through strong legal guarantees and dispute settlement mechanisms, often at the expense of environmental protection, social equity, and the regulatory autonomy of host states. However, as the global development agenda shifts toward inclusivity, sustainability, and accountability, there is increasing recognition that investment treaties and legal regimes must evolve accordingly. This study employs a qualitative legal analysis of international treaties, case law, and policy frameworks to assess the emerging trends in IIL that reflect sustainability principles. Case studies from agreements such as the EU–Vietnam Investment Protection Agreement and reforms within UNCITRAL and ICSID illustrate the slow but important progress toward balancing investor rights with state responsibilities and global development goals. The article argues that transnational legal cooperation, legal harmonization, and inclusive treaty design are essential to creating an investment regime that not only facilitates global trade but also supports equitable and sustainable growth.

Abstract

Health financing in fragile and conflict-affected settings (FCAS) presents complex challenges due to weak governance, insecure environments, and limited institutional capacity. Traditional financing mechanisms, which are often rigid and siloed, are inadequate for the dynamic needs of conflict zones. This study analyzes adaptive and hybrid financing models that integrate humanitarian assistance with long-term development approaches to support more resilient health systems. Drawing on case studies from South Sudan, Yemen, and the Democratic Republic of Congo, the analysis highlights the effectiveness of pooled funding, flexible donor strategies, joint planning platforms, and community engagement in improving health service delivery. Findings show that hybrid models are better suited to maintaining continuity, equity, and system responsiveness during protracted crises. Local ownership, especially through participatory planning and accountability mechanisms, is a key enabler of sustainability. However, challenges remain, including short funding cycles, fragmented coordination, and capacity limitations in financial and health information systems. Addressing these barriers requires a shift from isolated interventions toward integrated, inclusive, and long-term financing strategies. The study concludes that institutionalizing humanitarian-development synergies is essential for building adaptive, accountable, and equitable health systems in FCAS. These insights provide valuable guidance for donors, policymakers, and international agencies committed to improving health outcomes in complex emergency settings.

Abstract

This article examines the role of maqāṣid al-sharī‘ah (the higher objectives of Islamic law) in shaping contemporary Islamic legal thought and practice. As Muslim societies navigate modern challenges such as governance, human rights, economics, and pluralism, the ethical framework provided by maqāṣid focusing on the protection of religion, life, intellect, lineage, and property offers a dynamic alternative to rigid textualism. Drawing on classical jurisprudential sources and contemporary scholarly developments, this study highlights how maqāṣid reasoning allows for more purposive, justice-oriented interpretations of Shariah. Through qualitative library research and case analysis, it is shown that maqāṣid-based approaches have influenced legislative reforms in several Muslim-majority countries, guided fatwas in minority Muslim contexts, and expanded the moral scope of Islamic law to address new ethical domains such as environmental responsibility and gender equity. While debates persist over methodological boundaries and interpretive authority, the study concludes that maqāṣid al-sharī‘ah provides an essential tool for aligning Islamic law with evolving societal needs while preserving its core ethical commitments.

Abstract

This study aims to analyze the impact of digital leadership on organizational culture and learning innovation at MA Unggulan Darul Ulum STEP-2. The research employs a mixed-methods approach, combining quantitative and qualitative methodologies. Quantitative data were collected through questionnaires involving 133 respondents, while qualitative data were obtained through interviews with the school principal, teachers, and students. Data analysis techniques include reliability testing, Pearson correlation, and simple linear regression to measure the relationship between digital leadership, organizational culture, and learning innovation. The quantitative analysis results indicate that digital leadership has a very weak correlation with organizational culture (r = -0.0205) and a low influence on learning innovation based on linear regression results (R² = 0.167). Interviews with the school principal and teachers revealed that the main challenges in implementing digital leadership include infrastructure limitations, teacher readiness, and resistance to change. The findings suggest that digital leadership needs to be supported by more structured strategies, such as teacher training, digital infrastructure enhancement, and strengthening a technology-based organizational culture. With the right approach, digital leadership can become a key factor in enhancing learning innovation in Islamic education. Digital leadership has been implemented at MA Unggulan Darul Ulum STEP-2, but it has not yet had a significant impact on organizational culture and learning innovation. Therefore, a more comprehensive approach is needed to improve the effectiveness of digital leadership in education.

Abstract

Public sector efficiency plays a critical role in determining the quality of public services and fostering sustainable economic development. This study aims to evaluate the relationship between public sector efficiency and economic development across nations through a library research approach. Drawing upon a comprehensive review of academic literature, policy reports from international organizations such as the World Bank, IMF, and OECD, and previous empirical studies, this research synthesizes key findings on how efficient governance contributes to economic growth, human development, and poverty reduction. The results indicate that countries with higher levels of public sector efficiency tend to exhibit better development outcomes, including more effective service delivery, improved budget allocation, and inclusive growth. Furthermore, strong institutional capacity, fiscal transparency, and accountable governance are consistently associated with positive development performance. The study concludes that enhancing public sector efficiency through bureaucratic reform, digital innovation, and institutional strengthening is essential to achieving sustainable development goals. These findings offer valuable insights for policymakers and scholars seeking to formulate governance-based strategies for national and global development.

Abstract

The quality of Qur’anic memorization in tahfiz institutions is not solely dependent on the cognitive capacity of students but also on the effectiveness of strategically designed instructional planning. Empirical realities indicate that many tahfiz institutions still lack structured, adaptive, and contextual learning strategies. This study aims to identify and analyze the key strategies employed in the planning of Qur’anic instruction to enhance the quality of memorization. A qualitative research approach with a multisite design was applied, involving two prominent Islamic boarding schools: Madrasatul Qur’an  (MQ) in Tebuireng Jombang and PPTQ Al-Ma’ruf in Juranguluh Kediri, Indonesia. Data were collected through in-depth interviews, participant observation, and document analysis, and were interpreted using the analytical framework of Miles, Huberman, and Saldaña. The findings revealed seven primary strategies implemented in a consistent and integrative manner: the bin nadzar program, tahfiz program, mudarasah, fasahah, tashih, tasmi’, and qira’at sab’ah. These strategies significantly contribute to enhancing memorization accuracy, articulation precision, and student discipline. The implications of this research emphasize the need for strategy-based instructional planning in tahfiz education that prioritizes not only memorization quantity but also quality and depth of internalization. This study opens pathways for developing contextual, measurable, and tradition-rooted models of Qur’anic learning within pesantren-based education systems.
