Abstract

The implementation of general elections is one of the characteristics of a democratic country as a form of people's sovereignty. There are various types of general election systems throughout the world, including open and closed proportional systems. The normative legal method is based on the absence of norms in Law of the Republic of Indonesia Number 7 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 1 of 2022 concerning Amendments to Law Number 7 of 2017 concerning General Elections into Law, where this Law only regulates the open proportional general election system and there is no regulation on the closed proportional system. The problem discussed in this study is how is the analysis of the open and closed proportional general election system from a democratic perspective? and which general election system is better to use for Indonesia and other democratic countries?.

Abstract

Perlindungan Sungai di Indonesia diatur oleh sejumlah kebijakan yaitu Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah yang memberikan dasar hukum untuk pelaksanaan program perlindungan sungai oleh pemerintah daerah. Peraturan Pemerintah Nomor 122 Tahun 2015 tentang Pengelolaan Sumber Daya Air serta Peraturan Pemerintah Nomor 21 Tahun 2021 tentang Pengelolaan Limbah Bahan Berbahaya dan Beracun, peraturan ini mengatur pengelolaan limbah industri, termasuk limbah yang dapat mencemari sungai. Adanya reorientasi akan kesadaram masyarakat terhadap ekosistem sungai bertujuan untuk menjaga, memulihkan, dan melindungi ekosistem sungai serta meningkatkan kualitas air serta menjaga keberlangsungan habitat sungai dan kehidupan mahluk hidup.

Abstract

Bali is an area where one of the largest incomes comes from the tourismindustry. Tourism plays an important role in sustainable development in Bali. Sincebeing hit by the Covid 19 pandemic, development in Bali has been hampered. Torestore Bali's economy in the tourism sector, the government has created a strategywith a Visa on Arrival (VoA) policy for foreign tourists from several countries. Thisresearch was conducted to find out the effectiveness of the implementation of Visa onArrival (VoA) on regional development in Bali from the tourism sector and the impactresulting from the implementation of Visa on Arrival (VoA) in Bali. This research usesa normative method, using a case approach. Based on research, it was found that thesurge in tourist visits as a result of the implementation of the VoA policy gave rise tovarious new problems for the tourism industry in Bali, so the effectiveness of this policyneeds to be reviewed comprehensively and the negative impact of the implementationof VoA has resulted in mass tourism which has an impact on the sustainability oftourism objects in Bali.
