Abstract

This study aims to optimize the management of land and building asset utilization to increase local revenue in Jombang Regency, based on the building asset performance framework. Asset management by local government organizations includes inventory, valuation, and legal audits, which significantly affect the effectiveness and efficiency of asset utilization. The method used is a descriptive qualitative approach, employing data collection techniques such as observation, interviews, and documentation studies. This approach was chosen because it allows researchers to explore the processes, policies, challenges, and strategies undertaken by government agencies in managing regional assets more comprehensively and contextually. Data analysis techniques were carried out by reducing data, presenting data, and drawing conclusions. The results showed that the optimization of land and building asset utilization management in Jombang Regency has not met the target for revenue realization from the utilization of regional assets in the 2024 APBD post, resulting in a realization gap ranging from 0% to 270%. Synergy in the institutional administration process is a crucial factor in asset utilization. This is because there are still obstacles when recording and reporting assets. The two Building Asset Performance Framework indicators used in this study, namely financial risk and risk of compliance with laws and regulations, show that local government organizations in Jombang Regency need to improve the accuracy of asset data collection, transparency of financial reports, and collaboration between stakeholders. These transformations and consistency are expected to increase the utilization of regional assets, such as land and buildings, in the following year, ensuring compliance with the Regent Regulation of Jombang Regency Number 52 of 2022 concerning Regional Asset Utilization. This research focuses on aspects directly related to asset management performance and local revenue potential, both of which have a direct impact on PAD achievement.

Abstract

 Disability is a crucial issue in Southeast Asia. People with disabilities are vulnerable to living below the poverty line due to social discrimination in accessing public services such as employment. Through inclusive policies, the state plays a role in realizing policies based on equality and justice. This research aims to describe the implementation of inclusive policies on employment opportunities for persons with disabilities in the public sector in five Southeast Asian countries: Indonesia, Malaysia, Thailand, Philippines and Vietnam. This research was conducted using a literature review method of main articles from Scpous-indexed international journals and sinta-indexed national journals with a publication range of 2019-2024. The collected data were then classified into three levels of Narrative Policy Framework (NPF) analysis, namely micro, meso, and macro. The results show that there are similarities and differences in policy implementation narratives in each country. Strategic steps in policy formulation that are not well implemented by each country are similarities that result in the absence of policy sustainability. The differences that arise are due to the different minimum quotas provided in each country. The findings of this study indicate that the policy on employment opportunities for persons with disabilities has not been optimal. As a recommendation, the government needs to develop a set of measures to determine policy implementation based on the experience of persons with disabilities.Disabilitas menjadi salah satu isu krusial di Asia Tenggara. Penyandang disabilitas rentan memiliki kehidupan di bawah garis kemiskinan karena diskriminasi sosial dalam akses layanan umum seperti dalam hal pekerjaan. Melalui kebijakan inklusif, negara berperan dalam mewujudkan kebijakan berdasarkan kesetaraan dan keadilan. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan inklusif kesempatan kerja bagi penyandang disabilitas di sektor publik di lima negara Asia Tenggara: Indonesia, Malaysia, Thailand, Filipina, dan Vietnam. Penelitian ini dilakukan dengan metode tinjauan literatur terhadap artikel utama dari jurnal internasional terindex Scpous dan jurnal nasional terindex sinta  dengan rentang publikasi tahun 2019-2024. Data yang terkumpul kemudian diklasifikasikan ke dalam tiga tingkat analisis Narrative Policy Framework (NPF) yaitu mikro, meso, dan makro. Hasil penelitian menunjukkan bahwa terdapat persamaan dan perbedaan narasi implementasi kebijakan di setiap negara. Langkah-langkah strategis dalam perumusan kebijakan yang tidak terimplementasikan dengan baik oleh masing-masing negara merupakan kesamaan yang berakibat pada tidak adanya keberlanjutan kebijakan. Perbedaan yang muncul disebabkan kuota minimum yang disediakan di setiap negara berbeda. Temuan dari penelitian ini menunjukkan bahwa kebijakan kesempatan kerja bagi penyandang disabilitas belum optimal. Sebagai rekomendasi, pemerintah perlu mengembangkan seperangkat ukuran untuk mengetahui implementasi kebijakan berdasarkan pengalaman penyandang disabilitas.Â
