Abstract

The village government has the main obligation to carry out physical development in order to improve the welfare of the village community. The role of the village head as a leader greatly determines the success of development, especially in creating equity and encouraging community participation. This study aims to analyze the leadership style of the Head of Durian Village, Padang Cermin District, Pesawaran Regency, in improving the physical development of the village in 2021. The research used a qualitative approach with data collection techniques through interviews with nine informants consisting of village officials and communities. The results of the study show that the leadership style applied tends to be participatory, shown by the involvement of the community in village development planning deliberations (Musrenbang) and direct communication between village heads and residents. However, the application of this participatory style is not optimal because there is still a development gap between hamlets, especially between the more advanced Tegal Arum Hamlet and the underdeveloped Pakuan Hamlet. Low levels of awareness, differences in education and economic conditions, and the apathy of the community are also obstacles to participation. The conclusion of this study confirms that although participatory leadership has been sought, its effectiveness is still limited and has not been able to evenly distribute development as a whole. The implication of these findings is the need for a more adaptive, communicative, and inclusive leadership strategy so that community participation can increase and village development can run more evenly and sustainably.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi peranan Biro Kemahasiswaan dan Alumni (Bimawa) Universitas Muhammadiyah Lampung dalam pengembangan potensi non akademik mahasiswa, khususnya bagi mahasiswa Prodi Ilmu Pemerintahan FISIP angkatan 2021. Metode yang digunakan dalam penelitian ini meliputi wawancara semi-terstruktur, observasi partisipan, dan analisis dokumen. Melalui wawancara dengan berbagai informan, peneliti mengumpulkan data mengenai program-program yang diselenggarakan oleh Bimawa dan dampaknya terhadap pengembangan soft skills mahasiswa. Observasi partisipan dilakukan untuk memahami secara langsung kegiatan yang berlangsung, sementara analisis dokumen mencakup pemeriksaan terhadap kebijakan dan publikasi resmi terkait pengembangan kemahasiswaan. Hasil penelitian menunjukkan bahwa Bimawa memiliki peran penting dalam meningkatkan minat dan bakat mahasiswa melalui berbagai program yang berkelanjutan. Penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan kebijakan kemahasiswaan di Universitas Muhammadiyah Lampung dan institusi pendidikan lainnya.

Abstract

This study aims to examine the leadership role of the village head (Peratin) in the development of Tapak Siring Village (Pekon), Sukau District, West Lampung Regency in 2024. The focus of this research is on the functions of the village head as a motivator, facilitator, and mobilizer in the context of village development. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The analytical framework is based on five indicators of the Village Development Index (Indeks Pembangunan Desa/IPD), namely basic services, infrastructure, accessibility, public services, and governance. The results indicate that (1) the village head has made efforts to fulfill these roles; however, their implementation has not been fully optimal due to budget limitations, uneven infrastructure, and limited accessibility to public services, and (2) coordination and communication between the village head and the community remain ineffective, as deliberations involve only hamlet representatives rather than the broader community, alongside insufficient information dissemination and limited community participation in decision-making related to village development. This study concludes that more participatory and strategic leadership is needed to promote sustainable and comprehensive village development.
