Abstract

The Magelang Regency area and its surroundings are currently developing into a center of economy, education, and socio-cultural activities, with a rapidly increasing demand for drinking water. The challenge of water supply is becoming greater due to population growth and unpredictable climate conditions, which have resulted in an imbalance of water resources. At the Military Academy (Akmil) in Magelang, as a center for military education, there are now serious challenges related to clean water deficits caused by the rising daily water demand, reaching the maximum capacity of 3,500 people. Although the area is traversed by the Baben River, which never dries up, the geological condition of low-permeability soil located between four active volcanoes hinders the natural infiltration of rainwater. To address this challenge, the Military Academy has carried out a community service program by developing a Water Bank, which injects water from the Baben River into the ground as an effort to conserve groundwater. The Water Bank functions to collect and store excess rainwater or surface runoff into aquifers through infrastructures such as sedimentation tanks, water channels, and recharge wells. The water stored underground can be utilized during the dry season, thereby helping to ensure water security, prevent clean water shortages, and reduce the risk of flooding caused by stormwater runoff.

Abstract

The flash floods that struck Aceh Province in November 2025 devastated Aceh Province, particularly several severely affected areas. The Indonesian National Armed Forces (TNI) moved quickly to address the flood disaster. One form of their involvement was in the distribution of logistics. Several factors need to be considered in distributing logistical aid in Aceh Province to ensure its smooth operation, supported by relevant agencies such as the National Disaster Management Agency (BNPB) and the National Disaster Management Agency (BNPA). The purpose of this study was to determine the TNI's involvement in the distribution of logistics for the flash flood disaster in Aceh. This study used a qualitative literature study method with a descriptive qualitative approach. Data collection techniques used documentation. The data were obtained from official websites, national news sites, and relevant scientific journals. The results showed that the TNI's involvement significantly contributed to the smooth distribution of logistics to communities affected by the flash floods in Aceh. Transportation readiness and coordination with relevant agencies accelerated aid distribution.

Abstract

Ancaman non-militer seperti serangan siber, disinformasi, krisis sosial-ekonomi, pandemi, dan bencana alam semakin kompleks, adaptif, dan berdampak sistemik terhadap stabilitas Nasional. Data empiris di Indonesia menegaskan urgensi ancaman ini. Fakta menunjukkan bahwa ancaman non-militer bersifat lintas sektor dan tidak dapat diatasi dengan pendekatan pertahanan tradisional semata. Konsep bela negara di Indonesia masih cenderung normatif dan legalistik, menekankan kewajiban konstitusional warga negara tanpa membangun kapasitas adaptif kolektif. Penelitian ini bertujuan merekonstruksi konsep bela negara melalui pendekatan dynamic governance, yang menekankan thinking ahead, thinking again, dan thinking across. Hasil kajian menunjukkan bahwa bela negara perlu dimaknai sebagai kapasitas adaptif kolektif yang melibatkan partisipasi aktif masyarakat, ketahanan infrastruktur, serta peran strategis TNI dalam Operasi Militer Selain Perang (OMSP). Rekonstruksi ini menempatkan bela negara bukan hanya sebagai kewajiban normatif, tetapi sebagai instrumen strategis untuk memperkuat ketahanan nasional terhadap ancaman non-militer. Temuan ini memberikan kontribusi konseptual bagi pengembangan kebijakan pertahanan yang lebih adaptif, kolaboratif, dan berkelanjutan.
