Abstract

The Issuance of Foreign Ship Agency Approval (PKKA) is one of the essential documents in the process of a ship’s arrival at the port, as it serves as the legal basis for agents in carrying out services for foreign vessels. However, in practice, delays in the issuance of PKKA often occur, which affects other administrative processes, including the preparation of the ship arrival notice. This study aims to analyze the factors causing delays in PKKA issuance and their impact on the preparation of the arrival notice in the case of MV. Manzanilo at the Balikpapan Coal Terminal.The research method used is a descriptive qualitative approach with data collection techniques through observation, interviews, and document studies. The data were analyzed by comparing the standard procedures for PKKA issuance with the practices occurring in the field. The results of the study show that delays in PKKA issuance are caused by incomplete or mismatched documents, limited coordination between agents and relevant authorities, as well as technical issues in the online application system.The impact of these delays is the obstruction of the preparation of the arrival notice, which in turn can disrupt the accuracy of ship service schedules and reduce the operational efficiency of the terminal. The conclusion of this study is that the effectiveness of the PKKA issuance process significantly influences the smoothness of ship arrival administration. Therefore, improvements in inter-agency coordination, optimization of digital systems, and enforcement of administrative discipline by agents are required to minimize delays in the future.

Abstract

Ports play a vital role as maritime transport hubs, logistics centers, and gateways for international trade. However, port operations also pose potential negative impacts on the marine environment, including water and air pollution as well as degradation of coastal ecosystems. To address these challenges, the Green Port concept emerges as a strategic solution that emphasizes sustainable port management through the adoption of environmentally friendly technologies, emission reduction, energy efficiency, and improved waste management systems. This study aims to analyze the influence of Green Port implementation on preventing marine environmental pollution in Indonesian ports. The research employs a descriptive qualitative approach through literature review, analysis of international and national regulations, and case studies of Green Port practices in several major Indonesian ports. The findings indicate that the implementation of Green Port significantly reduces pollution risks through the application of eco-friendly operational standards, development of waste treatment facilities, utilization of renewable energy, and digitalization of port systems to improve operational efficiency. Furthermore, adopting Green Port practices enhances the global competitiveness of Indonesian ports by aligning with international standards such as those set by the International Maritime Organization (IMO) and the Environmental Management System ISO 14001. The study concludes that the success of Green Port implementation relies not only on technological innovation but also on the commitment of government, port operators, and the awareness of all maritime stakeholders. Therefore, Green Port serves as an essential instrument in protecting environmental sustainability while supporting the growth of Indonesia’s maritime economy.
