Abstract

This study explores the media relations strategies employed by the Ministry of Religious Affairs in managing the transparency of public information related to Hajj funds. In the context of increasing demands for openness highlighted by recent audit findings from the Supreme Audit Agency (BPK), which revealed weaknesses in the internal control system concerning the management of Hajj funds amounting to IDR 613.51 billion public communication has become a crucial aspect in maintaining public trust. The objective of this research is to analyze the Ministry’s strategic public relations approaches in disseminating Hajj financial information effectively and accountably through various media channels. Using a qualitative approach with a descriptive-analytical method, data were collected through literature review, documentation, and scholarly sources. The findings indicate that the Ministry of Religious Affairs has adopted a multichannel communication strategy integrating conventional media, social media, and digital platforms to address the growing demand for public transparency. This strategy also marks a shift from reactive to proactive communication in response to issues such as adjustments in the Hajj Pilgrimage Operational Costs (BPIH). The study further reveals that media serve a strategic role as partners in disseminating transparent and educational information. However, key challenges remain, including the complexity of financial information, low levels of digital literacy, and the spread of inaccurate information via social media. As a solution, this study proposes an integrated communication model based on five key elements: proactive communication, two-way digital interaction, strategic media partnerships, community education, and feedback systems. Through an interpretive approach, the research provides both theoretical and practical contributions to the enhancement of government public communication, particularly on sensitive issues such as the management of Hajj funds, which involves broad public trust and interest.

Abstract

This study aims to explore the presence of community-based organizations and their role as beneficial instruments within society. Majelis taklim (Islamic study groups) are closely intertwined with the social fabric of the community, as every religious gathering (taklim) fosters social interaction either between individuals and congregants or among the congregants themselves. These social interactions frequently lead to broader social activities, both within the taklim community and the general public. However, social interaction and behavior are not always consistent among members of the wider society. It is recognized that when taklim serves as a space for learning and interaction, its participants tend to adopt a more refined and ethical way of life. This study employs a descriptive qualitative approach using action research methodology, aimed at generating a consistently positive understanding of the research object. Such an approach aligns well with the broader societal perception of Islamic education. The research seeks to identify the methods of Islamic preaching (da’wah) used in the sermons, analyze the content delivered, and examine how the audience (mad’u) applies these teachings in everyday life. The descriptive qualitative method is used to explain phenomena without altering the variables under investigation, relying primarily on discreet interviews for data collection. The primary goal of taklim is to deepen the understanding of its participants. Understanding, in this context, reflects the extent to which an individual comprehends a concept, situation, or fact that is clearly conveyed. This comprehension extends beyond verbal transmission to include mastery of the core issues or facts discussed. The existence of majelis taklim in this regard cannot be simply interpreted by the general public as a mere representation of religious ritual. Its integration into community life has become intrinsic to the participants. In this context, the enthusiasm and awareness of the congregants are evident through their active involvement in various religious activities.

Abstract

This study aims to examine how electoral campaigns contribute to strengthening democratic participation in the 2024 Legislative Election in North Sumatra. Conceptually, electoral campaigns serve as a vital instrument in democratic systems, functioning as a communication bridge between candidates and voters that can enhance political awareness and encourage civic engagement in the electoral process. The research explores the dynamics of campaign implementation in North Sumatra, including the strategies employed by political parties and legislative candidates, the influence of social media, and the role of civil society. The findings indicate that informative and inclusive campaigns have a significantly positive impact on voter participation, particularly among young voters and first-time voters. However, several challenges remain, such as vote-buying practices, the spread of misinformation, and low political literacy, all of which can hinder democratic consolidation at the local level. This study highlights the importance of implementing stricter campaign regulations, continuous political education, and collaboration among the General Elections Commission (KPU), political parties, and civil society organizations to foster a more participatory and democratic electoral process. A qualitative case study approach was adopted to examine the function of electoral campaigns in enhancing democratic participation during the 2024 Legislative Election in North Sumatra. The qualitative method was chosen for its ability to investigate socio-political phenomena in a contextual and in-depth manner, based on the experiences and perspectives of individuals directly involved in the campaigns. Campaigns that emphasized information-sharing, inclusivity, and the use of social media were found to be effective in stimulating participation, especially among youth and novice voters. Nevertheless, persistent challenges such as money politics, the spread of hoaxes, and weak political literacy continue to hinder the improvement of democratic quality at the local level. Therefore, campaign regulations particularly those concerning digital media must be reinforced, and public political awareness must be improved so that voters can think critically and are not easily influenced by disinformation or transactional politics.
