Abstract

Penelitian ini bertujuan untuk mengetahui besarnya pengaruh pendelegasian wewenang terhadap kinerja pegawai,besarnya pengaruh motivasi kerja terhadap kinerja pegawai dan mengetahui besarnya pengaruh pendelegasian wewenang dan motivasi kerja secara simultan terhadap kinerja pegawai di kecamatan Cikalongkulon Kabupaten Cianjur.Metoda penelitian yang digunakan adalah metode kuantitatif dengan pendekatan survey eksplanatory. Ukuran populasi penelitian 44 orang. Teknik penarikan sample menggunakan teknik sensus. Pengumpulan data dilakukan dengan studi pustaka sebagai data sekunder dan angket serta wawancara untuk memperoleh data primer sedangkan analisis data menggunakan uji regresi linier berganda.Hasil penelitian menunjukkan baik secara parsial maupun simultan variabel kompetensi dan motivasi kerja berpengaruh secara positif dan signifikan terhadap kualitas pelayanan.Sedangkan besarnya pengaruh secara simultan variabel pendelegasian wewenang dan motivasi kerja terhadap kinerja pegawai sebesar 85,40%. Pengaruh secara parsial variabel pendelegasian wewenang terhadap kinerja pegawai sebesar 58,40 % dan motivasi kerja terhadap kinerja pegawai di kecamatan Cikalongkulon sebesar 39,80 %. Sedangkan pengaruh variabel lain yang tidak diteliti yang mempengaruhi kinerja pegawai di kecamatan Cikalongkulon Kabupaten Cianjur sebesar 14,60%.

Abstract

Permasalahan yang diteliti dalam penelitian ini untuk mengetahui analisis hubungan gaya kepemimpinan situasional Kepala Desa dengan pencapaian target wajib pajak bumi dan bangunan. Hasil pengamatan penelitian penerimaan pajak bumi dan bangunan di desa karyamukti kecamatan campaka kabupaten cianjur, belum 100% mencapai target yang telah ditentukan. Hasil yang diperoleh menunjukkan adanya kegagalan dalam mencapai target wajib pajak bumi dan bangunan, salah satunya disebabkan kepala desa karyamukti belum sepenuhnya menerapkan gaya kepemimpinan situasional. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif analysis. Hasil uji hipotesis dengan menggunakan teknik analysis tersebut di atas didapat angka hasil evaluasi angket dari variabel bebas (kepemimpinan situasional) dengan angka 63,25% keadaan tersebut termasuk kategori kurang baik serta nilai untuk varibel terikat (target wajib pajak bumi dan bangunan) yang diperoleh dengan angka 64,97% keadaan tersebut termasuk kategori kurang baik. Berdasarkan nilai rata-rata variabel bebas dan varibel terikat pada garis kontinum berada pada kriteria kurang baik. Dengan demikian kepemimpinan situasional sebagai salah satu upaya untuk mencapai target wajib pajak bumi dan bangunan yang telah ditetapkan diharapkan mencapai 100% pada tiap tahunnya.

Abstract

This study aims to analyze the role of the Village Head in supervising village officials to improve work discipline in Mekarsari Village, Pagelaran District, Cianjur Regency. The background of this research is the low level of work discipline among village officials due to weak internal supervision systems, reflected in violations of working hours, task delays, and lack of adherence to work procedures. The study employs a descriptive analytical method with a qualitative approach, collecting data through literature review, observation, interviews, and questionnaires distributed to 56 respondents. The results indicate that the supervision carried out by the Village Head-including setting work standards, regulating working hours, assigning tasks based on job descriptions, evaluating, inspecting work results, measuring performance, and providing feedback-has been effective and significantly contributes to improving the work discipline of village officials. Supervision that is participatory, transparent, and accountable serves not only as a control tool but also as a coaching instrument that fosters sustainable discipline awareness. Therefore, the Village Head’s supervision is key to creating a professional village administration and enhancing the quality of public services at the village level.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan kharismatik Kepala Desa Kertasari, Kecamatan Sindangbarang, Kabupaten Cianjur terhadap efektivitas kerja perangkat desa. Kepemimpinan kharismatik dianggap mampu meningkatkan motivasi, kedisiplinan, dan produktivitas kerja melalui visi yang jelas, inspirasi, serta hubungan emosional dengan bawahan. Metode yang digunakan adalah deskriptif kuantitatif dengan pendekatan survei terhadap 51 responden perangkat desa menggunakan teknik sampling jenuh. Hasil penelitian menunjukkan bahwa kepala desa menunjukkan karakteristik kepemimpinan kharismatik yang cukup baik, seperti keberanian mengambil risiko, visi yang kuat, pengorbanan diri, dan kepekaan terhadap kebutuhan perangkat. Namun, efektivitas gaya kepemimpinan ini masih menghadapi hambatan, termasuk rendahnya partisipasi masyarakat, keterbatasan sumber daya, dan konflik internal. Untuk mengatasi hambatan tersebut, kepala desa melakukan berbagai upaya strategis seperti pelatihan perangkat, transparansi kebijakan, pendekatan partisipatif, pemanfaatan teknologi, serta komunikasi dan kolaborasi intensif. Kesimpulan penelitian ini menegaskan bahwa kepemimpinan kharismatik dapat menjadi katalisator perubahan positif apabila didukung oleh manajemen yang bijaksana dan sistem yang mendukung.

Abstract

This study aims to analyze the influence of the Village Head's leadership on community participation, with village policy and empowerment acting as mediating variables in Naringgul District, Cianjur Regency. The method used is a quantitative approach with an explanatory research design. Data were collected through questionnaires from 85 respondents, determined using a proportionate stratified random sampling technique. Data analysis was conducted using the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method. The results show that the Village Head's leadership has a highly significant positive direct influence on both village policy and empowerment, as well as on community participation. However, it was found that village policy and empowerment do not significantly influence community participation. Furthermore, the village policy and empowerment variable was not proven to mediate the relationship between the influence of leadership and the level of citizen participation. These findings indicate that community involvement in the research area remains heavily dependent on the figure and personal instructions of the village leader, rather than the effectiveness of existing regulations or formal empowerment programs. Strengthening transformational leadership capacity is the main key to driving inclusive and sustainable village development.

Abstract

This study aims to analyze the influence of individual capacity and organizational communication on community perceptions of the institutional performance of the Village Consultative Body (BPD) in Wanasari Village, Agrabinta District, Cianjur Regency. The study employs a quantitative approach with an explanatory research design. Data were collected through questionnaires distributed to community members who have interacted with village government services. The analysis was conducted using Structural Equation Modeling based on Partial Least Squares. The results indicate that individual capacity has a positive and significant effect on community perception, with a coefficient value of 0.586. Meanwhile, organizational communication also shows a positive and significant effect, with a coefficient value of 0.388. Simultaneously, both variables explain 0.901 of the variance in community perception, indicating that the research model has a very strong explanatory power. These findings highlight that the quality of human resources and the effectiveness of organizational communication are key determinants in enhancing public trust and evaluation of BPD performance. Therefore, strategic efforts are required to strengthen individual capacity through continuous training and to improve transparent and participatory communication systems in order to support better village governance.

Abstract

This study aims to analyze the role of the village government in addressing the issue of school dropouts in Babakankaret Village, Cianjur District, Cianjur Regency. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observation, and documentation, involving key informants such as village officials, teachers, parents, and school dropouts. Data analysis was conducted using data reduction, data display, and conclusion drawing, while validity was ensured through triangulation techniques. The findings reveal that the village government has performed its roles as a facilitator, regulator, and catalyst through the implementation of non-formal education programs, provision of educational assistance, and community awareness initiatives regarding the importance of education. However, these efforts have not yet been fully effective due to several constraints, including economic limitations, low educational awareness, inadequate infrastructure, and socio-cultural factors. The implementation of educational acceleration programs has shown positive impacts, yet it has not comprehensively reached all school-age children who have dropped out. This study concludes that the role of the village government in addressing school dropout issues remains suboptimal and requires stronger policy support, improved coordination, and greater community participation to ensure more effective and sustainable outcomes.

Abstract

This study aims to analyze the implementation of the supervisory function of the Village Consultative Body (BPD) on the performance of the village government in Bojongpetir Village, Tanggeung District, Cianjur Regency. This research employs a qualitative approach with a descriptive method. Informants were selected using purposive sampling, including BPD members, the village head, village officials, and community leaders. Data collection techniques include observation, in-depth interviews, and documentation. Data were analyzed using the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing, with validity ensured through triangulation. The results indicate that the supervisory function of the BPD has been implemented but not yet optimal. The BPD has conducted supervision on budget management and village program implementation; however, several obstacles remain, such as low member participation, limited resources, and weak coordination with the village government. Consequently, the performance of the village government in terms of transparency and accountability has not been fully achieved. Efforts made include improving the capacity of BPD members and strengthening coordination mechanisms. This study concludes that optimizing the role of the BPD is essential to achieve good village governance.

Abstract

This study aims to analyze the influence of strategic planning and sub-district leadership on the quality of public services at the Cibeber Sub-district Office, Cianjur Regency. A quantitative approach with an explanatory research design was employed. The unit of analysis is the community as service users, with samples selected using purposive sampling. Data were analyzed using SEM-PLS to examine the relationships among variables.The results indicate that the sub-district head’s strategic planning has a positive and significant effect on public service quality, with an effect size of 0.557. Leadership also shows a positive and significant effect, with a contribution of 0.414. Collectively, both variables explain a substantial portion of the variation in public service quality, highlighting the critical role of managerial and leadership factors in improving services. These findings confirm that public service quality can be enhanced through well-structured planning and effective leadership in managing public officials. Therefore, strengthening strategic planning capacity and leadership at the sub-district level is essential to achieving more optimal, responsive, and citizen-oriented public services.
