Abstract

Platform digital telah memberi bentuk baru pada gerakan aktivisme dan kemudian berimplikasi langsung terhadap gerakan sosial di sebuah negara. Meski telah menjadi satu bidang yang cukup intens diteliti, nyatanya pengaruh aktivisme digital terhadap gerakan sosial di rezim kekuasaan yang berbeda masih perlu dikaji lebih mendalam. Penelitian ini menggunakan teori gerakan sosial, aktivisme sosial media, dan represi digital sebagai pisau bedah utama. Menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi kepustakaan, studi ini akan mengkaji secara mendalam perihal pengaruh aktivisme sosial media terhadap sebuah gerakan sosial, termasuk di dalamnya faktor-faktor penguat dan pembatas pengaruh aktivisme di sosial media. Penelitian ini menunjukkan bahwa aktivisme digital memiliki peran penting dalam membentuk konstelasi gerakan sosial kontemporer, baik di Asia Tenggara maupun di Asia Timur. Namun pengaruhnya sangatlah ditentukan oleh konteks politik dalam negeri dan karakter rezim di masing-masing negara, sehingga pengaruh aktivisme digital terhadap gerakan sosial tidak dapat dipahami secara seragam—ia bekerja melalui interaksi kompleks antara affordance teknologi digital; struktur jaringan formal dan informal; peluang politik yang dihadirkan oleh dinamika rezim.

Abstract

Indonesia is confronting increasingly complex maritime security challenges, particularly with the rise of non-traditional threats such as IUU fishing and recurring territorial violations. The limited surveillance infrastructure has heightened interest in USVs as a cost-efficient technology capable of enhancing detection, patrol, and defensive operations. Using a qualitative approach grounded in an extensive literature review, this study examines both the opportunities and the enduring constraints surrounding the integration of USVs into Indonesia’s maritime defence system. The findings indicate that USVs can substantially enhance monitoring capacity, improve personnel safety, and support the broader modernisation of national defence capabilities. However, significant challenges persist, including regulatory gaps, financial constraints, and emerging security risks linked to foreign USV activities. Overall, the study concludes that the strategic adoption of USVs backed by stronger domestic capacity and deeper international cooperation holds considerable potential for reinforcing Indonesia’s maritime security and sovereignty.

Abstract

This study aims to analyze the failure of United States intelligence to understand Afghanistan's strategic environment, which led to the collapse of the Afghan government after the withdrawal of US troops in 2021. This incident is a significant example in intelligence studies because it demonstrates the disparity between predictions made by the intelligence community and the reality on the ground. This study uses a qualitative descriptive approach, utilizing the Intelligence Failure Theory proposed by Richard K. Betts and the strategic environment concept developed by Colin S. Gray as the basis for analysis. The results show that the intelligence failure was not caused by limited information but by weaknesses in the analysis and interpretation of the developing conditions in Afghanistan. The United States intelligence community tended to focus on quantitative military aspects such as personnel numbers, combat capabilities, and weaponry strength. Meanwhile, qualitative strategic factors such as low morale in Afghan security forces, weakened government legitimacy, high levels of corruption, and the increasing influence of the Taliban in various regions did not receive adequate attention in strategic assessments. This study also found that cognitive biases and political considerations in the decision-making process also influenced the utilization of intelligence findings. This condition resulted in various available warnings being unable to be translated into effective policies to anticipate changing situations. The research findings confirm that intelligence success is largely determined by the ability to comprehensively understand the strategic environment through the integration of quantitative and qualitative information, resulting in more accurate assessments and supporting effective national security decision-making.
