Abstract

Mutasi pegawai merupakan instrumen strategis dalam manajemen sumber daya manusia Aparatur Sipil Negara, namun efektivitasnya masih menghadapi berbagai tantangan implementasi. Penelitian ini bertujuan menganalisis peran mutasi pegawai sebagai instrumen pengembangan karier dan peningkatan kinerja aparatur serta mengidentifikasi faktor-faktor yang mempengaruhi efektivitas implementasinya. Penelitian menggunakan desain systematic literature review dengan thematic synthesis terhadap sepuluh artikel ilmiah tentang mutasi pegawai ASN di berbagai instansi pemerintahan Indonesia. Analisis mengidentifikasi empat tema utama: (1) mutasi berpengaruh sangat kuat terhadap peningkatan kinerja (98,6%); (2) mutasi meningkatkan motivasi melalui penyegaran organisasi; (3) mutasi berfungsi sebagai wahana pengembangan kompetensi lintas fungsi; dan (4) efektivitas mutasi terhambat oleh ketidakcocokan kompetensi, praktik spoil system, dan kurangnya transparansi. Penelitian ini mengusulkan konsep merit-fairness nexus yang menegaskan bahwa efektivitas mutasi sangat ditentukan oleh kualitas implementasi berbasis merit dan persepsi keadilan prosedural. Implikasi praktis meliputi pengembangan competency-based rotation system, penguatan transparansi, dan penyediaan transition support programs.

Abstract

This study aims to examine the implementation of industrial class partnership management in enhancing students’ competence and employability at Muhammadiyah 3 Weleri Vocational School, Kendal Regency, Indonesia. The research focuses on the Motorcycle Engineering and Business program, which collaborates with PT Astra Honda Motor (AHM) through an industrial class scheme. A qualitative phenomenological approach was employed to explore managerial practices based on planning, organizing, implementation, and evaluation functions. Data were collected through in-depth interviews with the principal, vice principal for curriculum, head of expertise competency, and productive teachers, supported by documentation analysis and triangulation techniques to ensure data validity. The findings reveal that the partnership is systematically planned through curriculum synchronization, teacher upskilling, structured industrial internships, and competency-based assessment aligned with industry standards. Organizational management is carried out collaboratively between school leadership and the technical department, with clear role distribution and direct coordination with industry representatives. Implementation of the partnership includes teaching factory activities, industry-standard facilities, continuous professional development for teachers, and active student participation in national skill competitions. Evaluation is conducted regularly through industry supervision, competency testing, and performance reporting systems. The results indicate that effective industrial class partnership management significantly improves students’ technical competence, work readiness, and employment absorption, while also strengthening the school’s institutional reputation. This study highlights the importance of sustainable school–industry collaboration as a strategic model for improving vocational education quality.

Abstract

This study aims to analyze the management of academic supervision in the implementation of a deep learning approach conducted by the Learning Committee at SMK Negeri 2 Kendal. The research employed a qualitative case study approach. The research subjects included the principal, vice principal for curriculum and staffing, vocational and general subject teachers, members of the Learning Committee, and students. Data were collected through in-depth interviews, observations, and document analysis, while data validity was ensured through source and method triangulation. The findings indicate that academic supervision management has been implemented through the stages of planning, organizing, implementation, and evaluation. Supervision planning was collaboratively developed and aligned with the Merdeka Curriculum policy. Organizing was carried out through clear task distribution; however, limitations remain in coordination and teachers’ understanding of the deep learning concept. The implementation of academic supervision focused on instructional mentoring, classroom observation, and reflective practices, although it has not yet been conducted in a consistent and sustainable manner. Evaluation activities were conducted, but systematic follow-up actions were still limited. This study concludes that academic supervision management plays a strategic role in supporting the implementation of deep learning in vocational schools; however, it requires strengthening in terms of consistency, conceptual understanding, and sustainability of supervision practices.
