Abstract

The study of balāghah, particularly the subject of tasybīh, plays an important role in developing advanced Arabic text analysis skills. However, sixth-semester PBA students at STAI Nurul Iman Parung, Bogor, still face various difficulties in understanding the concept of tasybīh, both in terms of its elements and its application in the Qur'an and Arabic literature. This condition has an impact on the students' limited ability to grasp the implicit meaning and rhetorical dimensions of the Arabic language. This study aims to describe the difficulties experienced by students in understanding tasybīh, analyse the contributing factors, and formulate appropriate learning strategies to improve their stylistic analysis skills. The research focuses on the relationship between conceptual mastery, linguistic ability, and pedagogical approaches applied in balāghah lectures. The study used a descriptive qualitative approach with 32 male sixth-semester PBA students as subjects. Data were collected through in-depth interviews, open and closed questionnaires, and learning document studies. Data analysis was carried out through data reduction, data presentation, and conclusion drawing, and verified through triangulation of techniques and sources. The results showed that students experienced difficulties in understanding the elements of tasybīh, classifying its types, and analysing its functions in texts. These difficulties were influenced by limited vocabulary, the complexity of Arabic sentence structure, and a learning approach that was still oriented towards memorising theory. This study recommends text-based learning, a task-based approach, and the gradual application of conceptual scaffolding so that students are able to understand tasybīh in an applied manner. These findings are expected to strengthen the development of balāghah pedagogy in Arabic Language Education in higher education.

Abstract

This study explores the development of waqf-based halal tourism as an innovative and sustainable model within Islamic economic law, using Teras Lembang in West Java as a case study. The primary issue identified is the limited exploration of how Islamic legal principles guide the productive use of waqf in halal tourism. Using a qualitative case study approach with normative juridical analysis, the study applies Ibn Qayyim al-Jawziyyah’s theory of legal change as a middle theory, supported by the concept of maslahah mursalah from al-Ghazālī and al-Shāṭibī, and Yusuf al-Qaradawi’s theory of halal. Data were collected through interviews, field observations, and literature review. Results show that the management of waqf-based halal tourism reflects sharia principles such as justice, transparency, and trustworthiness, while also contributing to local socio-economic empowerment through MSME growth, job creation, and increased community involvement. However, challenges such as regulatory fragmentation and low public literacy on waqf remain. This article concludes that aligning Islamic legal norms with tourism policies can enhance the legitimacy and sustainability of halal tourism. Policy recommendations include strengthening sharia supervisory institutions and integrating halal certification systems into tourism governance.

Abstract

The rapid growth of halal tourism has generated increasing global attention toward governance models that integrate religious values with sustainable and accountable public policy frameworks. As Muslim-friendly tourism expands across diverse jurisdictions, regulatory implementation often faces structural, institutional, and coordination challenges. In Indonesia, the Central Java Governor Regulation No. 40 of 2023 on Muslim-Friendly Tourism seeks to regulate halal services, worship facilities, and information transparency to accommodate Muslim travelers. This study evaluates the implementation of this regulation in Pekalongan City using a juridical-empirical approach. Data were collected through 12 in-depth interviews with key stakeholders, including tourism actors, religious leaders, and government officials, complemented by field observations. The findings reveal that although the regulation formally reflects Islamic legal values, particularly maq??id al-shar?‘ah, its implementation remains suboptimal due to weak inter-agency coordination, limited public literacy, and the absence of measurable evaluation indicators. This study proposes a Maq??id-based collaborative governance model that integrates Islamic legal objectives, consumer protection principles, and cross-sectoral coordination mechanisms. The model contributes to the broader discourse on halal tourism governance by offering an analytically grounded framework for strengthening accountability, stakeholder collaboration, and policy sustainability in Muslim-friendly tourism regulation.

Abstract

Primary Islamic education plays a crucial role in shaping children’s religious understanding, moral character, and everyday worship practices. However, the teaching of fiqh al-‘ibadat and Qur’anic learning often remains fragmented, with theoretical instruction separated from practical application across different educational contexts. This study aims to compare how these two domains are integrated in primary Islamic education in Indonesia, Malaysia, Pakistan, and Nigeria, and to identify pedagogical patterns that support holistic student development. A qualitative comparative multiple-case design was employed using document analysis, semi-structured interviews with teachers and school leaders, and classroom observations across selected schools in the four countries. Data were analyzed thematically to identify recurring similarities, differences, and contextual factors influencing instructional practice. The findings show two dominant models. Indonesia and Malaysia demonstrate more structured integration between conceptual learning, worship practice, and moral reflection through curriculum guidance and teacher preparation. In Pakistan and Nigeria, instruction places stronger emphasis on ritual performance and memorization, while conceptual and reflective dimensions depend largely on teacher initiative. Across all contexts, teachers face common challenges in simplifying abstract religious concepts for young learners. The study concludes that effective primary Islamic education requires balanced integration of knowledge, practice, and values. It implies that curriculum reform, teacher professional development, and contextual learning resources are needed to strengthen holistic Islamic education in diverse institutional settings.
