Abstract

The naturalization of football players seems to be increasingly intensively carried out at this time. The naturalization program for football players in Indonesia began to be discussed in 2010. At that time, Indonesia naturalized footballers such as Cristian Gonzales and Irfan Gonzales. becoming an athlete's nationality is no longer a new thing in the international world. But in the field of sports, the case of naturalization of football players in Indonesia has received less attention from academics. The introduction of foreign talent is supported by national policy, with the aim of strengthening the Indonesian national team towards the World Cup. This paper examines several legal concepts and various phenomena, such as foreign policy, social identity, naturalization, naturalization procedures and legal basis in the life of naturalized football players. The aim is to make the exchange of citizenship of soccer players a case that needs to be discussed in the current state of sports status in Indonesia, in the interaction of sports and society.

Abstract

Kawasan Laut Sulawesi merupakan wilayah perbatasan strategis yang menyimpan potensi sumber daya laut melimpah, khususnya komoditas tuna. Namun, letak geografis ini juga memicu kerentanan terhadap ancaman keamanan maritim non-tradisional, seperti kejahatan lintas negara dan eksploitasi berlebihan yang mengancam stabilitas regional. Penelitian ini bertujuan untuk menganalisis strategi penguatan keamanan maritim sebagai upaya perlindungan dan pengelolaan berkelanjutan terhadap sumber daya tuna di Laut Sulawesi. Penelitian ini menerapkan metode kualitatif dengan pendekatan deskriptif-evaluatif yang berbasis pada studi literatur. Data dikumpulkan dari artikel ilmiah, dokumen kebijakan, serta laporan resmi pemerintah terkait isu keamanan laut dan pengelolaan perikanan, Hasil kajian merumuskan tiga strategi utama dalam memperkuat keamanan maritim: Optimalisasi Pengawasan Terpadu: Mengintegrasikan kekuatan armada patroli Bakamla dan TNI AL dengan dukungan teknologi radar, AIS, serta satelit penginderaan jauh untuk memperluas jangkauan deteksi di wilayah perbatasan. Ketegasan Penegakan Hukum: Mengimplementasikan regulasi perikanan secara konsisten melalui tindakan represif terhadap pelaku Illegal, Unreported, and Unregulated (IUU) Fishing guna memberikan efek jera. Diplomasi Maritim Regional: Memperkuat kerja sama trilateral antara Indonesia, Filipina, dan Malaysia dalam bentuk patroli bersama dan sinkronisasi regulasi guna menekan angka pencurian ikan lintas batas.

Abstract

order areas play a strategic role as gateways to national sovereignty and regional economic integration. The modernization of Indonesia's Border Crossing Posts (Pos Lintas Batas Negara/PLBN) has become one of the government's priority policies to strengthen connectivity, improve public services, and stimulate economic growth in border regions. However, previous studies have predominantly examined PLBN modernization from the perspectives of infrastructure development and border security, while limited attention has been given to its implications for cross-border economic activities. This study aims to analyze the modernization process of the Entikong Border Crossing Post (PLBN) and examine its impact on cross-border economic activities between Indonesia and Malaysia. A qualitative descriptive approach was employed using secondary data obtained from scientific literature, government reports, policy documents, and other relevant publications. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña to identify the relationship between infrastructure transformation and regional economic dynamics. The findings indicate that the modernization of PLBN Entikong has significantly improved infrastructure quality, service efficiency, and regional connectivity, resulting in smoother cross-border mobility of goods and people. The modernization has also encouraged the formalization of economic activities, strengthened the development of micro, small, and medium enterprises (MSMEs), increased trade activities, and created broader investment opportunities. Nevertheless, greater market openness has intensified competition between local products and imported goods from neighboring Malaysia. The study concludes that the modernization of PLBN Entikong constitutes a strategic instrument for strengthening regional economic integration, enhancing the competitiveness of border areas, and promoting sustainable local economic development while reinforcing Indonesia's border governance.
