Abstract

Penelitian ini bertujuan untuk menganalisis transformasi pelayanan publik di Desa Palleko, Kecamatan Polombangkeng Utara, Kabupaten Takalar, serta strategi yang diterapkan Kepala Desa dalam meningkatkan kualitas pelayanan. Pelayanan publik yang efektif dan efisien sangat penting untuk memenuhi kebutuhan masyarakat, namun seringkali terhambat oleh berbagai permasalahan seperti sistem birokrasi yang rumit, keterbatasan sumber daya, dan rendahnya partisipasi masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Untuk menguji keabsahan data, penelitian ini menerapkan teknik triangulasi sumber dengan membandingkan informasi dari berbagai informan dan dokumen pendukung. Data yang terkumpul diolah melalui proses transkripsi wawancara, pengorganisasian catatan lapangan, dan dianalisis menggunakan pendekatan analisis tematik dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Kepala Desa Palleko menerapkan beberapa strategi transformasi pelayanan, seperti peningkatan fasilitas fisik, pemberian pelayanan yang adil dan profesional, serta transparansi melalui penyediaan informasi alur pelayanan yang jelas. Faktor pendukung dalam transformasi ini antara lain ketersediaan sarana prasarana, sikap ramah dan tanggap dari staf, serta hubungan yang baik antara pemerintah dengan masyarakat. Namun, tantangan utama dalam proses transformasi ini adalah profesionalisme staf yang masih perlu ditingkatkan dan rendahnya kesadaran masyarakat akan pentingnya peran mereka dalam mendukung pelayanan publik. Transformasi pelayanan publik di Desa Palleko menunjukkan bahwa dengan strategi yang tepat, kualitas pelayanan dapat ditingkatkan sehingga lebih responsif terhadap kebutuhan masyarakat dan mendukung pembangunan inklusif.

Abstract

Purpose : This study aims to analyze the practice of Platelet-Rich Plasma (PRP) treatment in beauty clinics from the perspective of Sharia economic law. The research specifically examines how PRP services align with Islamic legal principles, particularly in relation to consumer protection, transparency, and ethical business practices in the beauty industry. Design/Method/Approach : The research employs a qualitative case study approach by conducting field observations and semi-structured interviews with practitioners and clients at Bening’s Beauty Clinic in Palangka Raya. The legal analysis is supported by the framework of Islamic jurisprudence (fiqh muamalah), Indonesian consumer protection law, and secondary literature on Islamic economic ethics. Findings : The results indicate that PRP services provide significant aesthetic benefits, yet their implementation raises issues regarding risk communication and informed consent. While the procedures meet medical standards, the lack of detailed disclosure on possible side effects and treatment limitations creates information asymmetry between providers and patients. From a Sharia perspective, this condition may conflict with the principles of akad yang sahih, gharar (uncertainty), and maslahah (public benefit). Strengthening transparency and consumer education is therefore essential to ensure compliance with Sharia economic law. Originality/Values : This study contributes to the growing discourse on Islamic law and contemporary health-beauty practices by offering a contextual analysis of PRP treatment within Sharia economic law. It highlights the need for an integrative model that harmonizes medical protocols, consumer rights, and Islamic ethical principles. The findings are valuable for policymakers, clinic management, and scholars in developing Sharia-compliant standards for beauty services.

Abstract

This study explores the dynamics of mining conflicts in the Konawe Islands, with a focus on the role of the religious moderation movement in negotiating and resolving these conflicts. Mining activities in the region, particularly on Wawonii Island, have triggered significant social, environmental, and economic issues, leading to conflicts between the local community, mining companies, and government institutions. The aim of this study is to examine how religious moderation, defined as efforts to promote balance, tolerance, and peaceful coexistence among different religious groups, can be applied as a conflict resolution strategy in mining disputes. This research is qualitative, with data collected through participant observation, interviews, and documentation. Data analysis involves coding, categorization, and interpretation to understand the conflict and the conflict negotiation process. The findings of this study show that religious moderation has the potential to bridge the gap between opposing groups by fostering mutual understanding and tolerance. Religious leaders play an important role in disseminating peace and facilitating communication between conflicting parties. However, challenges such as economic interests and deeply rooted views on mining activities hinder the full effectiveness of religious moderation in resolving this conflict. This study contributes to the broader discourse on the role of religion in conflict resolution, particularly in regions experiencing resource extraction conflicts. It also highlights the need for more collaborative efforts from local governments, religious institutions, and civil society to ensure sustainable conflict resolution in mining-affected areas

Abstract

Purpose: Lawrence M. Friedman’s legal system theory explains legal effectiveness through the dynamic interaction of legal structure, legal substance, and legal culture. Drawing on this framework, this study examines the implementation of productive zakat management at BAZNAS Cirebon City and its contribution to the achievement of the Sustainable Development Goals (SDGs). It addresses a research gap concerning the relationship between the normative framework governing productive zakat and its practical effectiveness in promoting sustainable poverty alleviation and economic empowerment.Design/Methodology: This research employs a qualitative socio-legal approach. Data were collected through in-depth interviews with BAZNAS administrators and beneficiaries, field observations, and document analysis. The data were analyzed using Lawrence M. Friedman’s legal system framework, encompassing the dimensions of legal structure, legal substance, and legal culture, to evaluate the effectiveness of productive zakat governance and its alignment with SDGs objectives.Findings: The findings reveal that the legal substance and institutional structure of productive zakat management generally comply with Indonesian zakat regulations and principles of good governance. However, weaknesses remain in data integration, digital governance, and inter-institutional coordination. From the perspective of legal culture, limited mentoring, insufficient entrepreneurial capacity building, and the low transformation of mustahik into muzakki reduce program effectiveness. Although productive zakat contributes to strengthening beneficiaries’ economic resilience and supports several SDGs targets, its overall impact on poverty reduction in Cirebon City remains constrained due to weak integration with local government development policies.Practical Implications: The study suggests that BAZNAS and policymakers should strengthen cross-sectoral collaboration, integrate digital data management systems, and establish outcome-based evaluation mechanisms using multidimensional poverty indicators. These measures can improve the effectiveness of productive zakat programs and enhance their contribution to sustainable development and inclusive economic empowerment.Originality/Value: This study offers a novel contribution by integrating Lawrence M. Friedman’s legal system theory with the SDGs framework to evaluate productive zakat governance. Unlike previous studies that primarily assess zakat from legal compliance or economic performance perspectives, this research provides a comprehensive socio-legal analysis that links institutional effectiveness, legal culture, and sustainable development outcomes.
