Kata Kunci: HOTS, REACT, Evaluasi, Pembelajaran, PPKnThe purpose of this study was to improve the ability of prospective teacher students in compiling Higher Order Thinking Skills (HOTS) learning evaluation instruments using the REACT (Relating, Experiencing, Applying, Cooperating, Transferring) method. The REACT method was chosen because it emphasizes teaching that connects concepts with real-life contexts, encouraging students to develop critical, creative, and analytical thinking skills. The study was conducted through a Mixed Method approach with the participation of 30 prospective teacher students. Data were collected through observation, interviews, tests, and document analysis. The results showed that the application of the REACT method provided a significant increase in students' ability to compile HOTS-based instruments. The REACT method allows prospective teachers to be more skilled in designing evaluation instruments that not only measure low cognitive abilities but also students' critical and creative thinking skills. These findings provide important implications for teacher training programs in an effort to improve the quality of education in the future. Keywords: HOTS, REACT, Evaluation, Learning, Civic Education.
