Abstract

Penelitian ini mendeskripsikan dan menganalisis proses Implementasi Kebijakan e-PUPNS di IPDN Kampus Kalbar. Teori yang digunakan dalam penelitian ini yaitu teori Charles O. Jones tentang proses implementasi kebijakan. Hasil penelitian menunjukan bahwa masih terdapat permasalahan dalam implementasi kebijakan program, antara lain : adanya overlapping tugas – tugas dilapangan, konsistensi user dan petugas pelaksanaan program masih rendah,  serta kurangnya monitoring dan evaluasi program oleh petugas. Permasalahan tersebut dapat dijadikan acuan perbaikan sehingga pemuktahiran data Pegawai Negeri Sipil selanjutnya di IPDN Kampus Kalbar dapat berjalan dengan baik. Program e-PUPNS membawa dampak positif bagi Pegawai Negeri Sipil di IPDN Kampus Kalbar khususnya dalam penyimpanan data kepegawaian, baik berupa hardcopy, maupun softcopy.

Abstract

ABSTRACT This research entitled the implementation of the employees re-registration program electronically in the institute of domestic government Campus West Kalimantan. The purpose of this research is to analyze the process of implementing program of civil servant re-registration program electronically in the institution of domestic government of West Kalimantan Campus. The theory used in this research is the implementation of policy theory of Charles O. Jones. The result of the research shows that the implementation of the program of re-registration of government employees in the local government institution of the western campus of the West Kalimantan has not been done well. The reality is revealed in three aspects of the implementation process of program consisting of the organizational stage, the stage of interpretation and the application stage. Problems that arise at the organizational stage are; the main tasks and function of officers in the structure of organization is still not directed and still overlapping tasks in the field/practice. In the interpretation phase of the content and objectives of the implementation of the civil servant’s re-registration program has been understood by the verification officer, but the consistency in implementing the program implementation of the civil administration reformation program electronically as well as the implementation of monitoring and evaluation by the executing officers is not maximal yet. Although the program implementation process has not been maximal yet the initial impact of this program is very useful for civil servants in IPDN campus west Kalimantan especially in data storage of employees either in the form of physical data/hardcopy, or non physical/softcopy. Abstract

ABSTRACT The essence of the SIKERJA application is to improve the quality of work. Before the SIKERJA application as actually implemented, a trial period of around 6 (six) months was carried out, at the beginning of 2017, SIKERJA was officially put in place to accommodate performance achievement through the SIKERJA application has not been implemented in accordance with expectations. Therefore, strategies and steps to improve performance and application are needed to be effective and increase work output and value of application functions so that the rapid development of information technology can be maximized for the benefit of the organization in an effort to improve ASN performance. The Six indicators that will be carried ot in the implementation of a performance improvement strategy include: quality, quantity, teamwork, creativity, innovation, initiative.The results of the study explain that SIKERJA application still needs to be updated because the ASN performance data has not been accommodated. In the renewal of the application is also needed a periodic discussion to collect information and find solutions to a problem that occurs. Effective work minutes that have been set have been adjusted to the workload and job targets that must be achieved so that employees who do not achieve the working minutes are required to get strict sanctions. SIKERJA Verifiers are also expected to work optimally so that SIKERJA input can be more controlled and controlled in accordance with the prevailing corridors. The method of research with qualitative and exploratory approach is more appropriate to be used in analyzing a variety of realities that are more complete and to explore the actual informations in analyzing of the six indicators. Abstract

This research aims to analyze dynastic politics before the 2024 general election in Indonesia from the perspective of administration, Old Public Administration, and New Public Service. This research is motivated by the alleged controversy in the decision of Constitutional Court Number 90 / PUU-XXI / 2023 concerning providing additional experience in office from the election in the minimum age requirement for presidential / vice presidential candidates. By using Qualitative Research Methods with Narrative Analysis with a focus on narrative analysis, a significant difference was found between dynastic politics and the administrative paradigm. The administrative perspective tends to emphasize efficiency, professionalism, meritocracy, and public services oriented to the needs of the community in contrast to the tendency of bureaucratic practices in dynastic politics whose control system tends to favor certain groups under the control of a minority of elites.

Abstract

This study aims to describe the strategic plan in the development of laboratories at the Institute of Domestic Government, West Kalimantan Campus. This research uses a descriptive qualitative approach, with data collection techniques namely observation, interviews, and documentation, as well as data analysis techniques through data reduction, data presentation, and conclusion drawing. This research also uses SWOT Analysis to analyze aspects of strengths, weaknesses, opportunities, and threats in the strategic plan for laboratory development and information technology. The results showed that the implementation of laboratories at IPDN West Kalimantan was not optimal due to several things, including the unavailability of qualified human resources in laboratory management, minimal supporting infrastructure, and internal educational curriculum factors that had not been compiled in an integrated manner by relevant stakeholders.

Abstract

The purpose of this community service activity is to enhance the knowledge and experience of village governments in Sungai Raya District, Kubu Raya Regency, so that they can better utilize the village's potential through village asset management to improve the welfare of the villagers. In the future, the results of optimizing these village assets can be taken into consideration in the development of rural areas in Sungai Raya District by utilizing village assets such as natural resources and other physical assets and generating income for the community. The activities conducted include Forum Group Discussion (FGD), training, and mentoring aimed at optimizing village assets and enhancing the institutional capacity of village groups and communities, namely: Village Officials, Village-Owned Enterprises (Bumdesa), and the local community. The participants involved in this activity are planned to be 20 people who are village officials in Sungai Raya District, Kubu Raya Regency. The methods used in this activity include lectures and Q&A sessions on village asset management regulations, providing technical training on filling out village asset recording applications in the form of empowerment, and mentoring in village assets control. Specifically, this community service activity has achieved several objectives, including the establishment of commitment among village officials in optimizing village asset management in each village in Sungai Raya District, including (1) optimizing available natural resources, (2) agricultural potential, and (3) technology utilization. Villages in Sungai Raya District have not optimized the management of village assets or wealth for the sustainability of the village assets they possess.

Abstract

This service aims to increase the competence of village officials in the village digital archives management and the development of marketing techniques for Micro, Small, and Medium Enterprises (MSMEs) in Jatiroke Village. This community service was motivated by the breakthrough and digital innovation of the West Java Government in 2019, which touched various sectors of community service. The achievement of these digital-based programs needs to be supported by qualified Human Resources. Socialization about the digital village program, digital literacy measures, and various forms of digital adaptation need to be continuously promoted, including digital archives management and the variations of marketing techniques for MSMEs products for business actors. With the Participatory Rural Appraisal (PRA) and the FGD (Focus Discussion Group) approach technique, the Village Government can better understand the importance of the effectiveness of archive utilization and MSMEs actors can also understand the importance of marketing adaptation in the midst of globalization.

Abstract

This article assesses the crisis-response performance of Indonesia's social protection in reducing poverty amidst the COVID-19 pandemic. Based on a quasi-experiment framework and counterfactual method, we take advantage of the staggered rollout and varying intensity of emergency assistance to infer poverty results under a counterfactual situation of no program intervention. Based on nationally representative household surveys matched with administrative records, our estimates indicate that the swift growth of cash and food assistance programs saved the country from an extra four percentage point rise in the national poverty rate, thereby keeping nearly 11 million individuals from descending into poverty. The effects were the largest for the poorest families, where social assistance accounted for as much as 22 percent of expenditures on a monthly basis. Robustness checks using other poverty lines and placebo tests validate the robustness of these findings. Yet, targeting accuracy and coverage of informal sector workers remain concerns. The findings underscore the essential importance of administrative preparedness and unified data systems for an effective crisis response, and provide policy implications for enhancing the resilience of social protection institutions in developing nations.
