Abstract

The stagnation experienced by BUMDes has not received serious attention from the government, even though BUMDes as a support for people's lives in rural areas need to be empowered to build village autonomy, especially in border areas. This paper aims to explain the complexity and dysfunction of BUMDes in achieving the goals of village autonomy. The data of this study were based on qualitative research collected through observation, interviews, and documentation studies. The results of the study showed that the limited space for community participation in planning and implementing policies is a factor that causes BUMDes to stagnate. In addition, the dysfunction of BUMDes occurs because the orientation of activities is more economic and political than community interests. Government policies that are not accommodating to the interests of villages in border areas further hamper the development of BUMDes. The solution that can be done is the cooperation of all parties in carrying out policies and a joint commitment to support village autonomy starting from the central, regional, and rural governments. Thus, the government's target to present a prosperous and empowered village face can be realized

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pembelajaran daring di Kota Pontianak. Pelaksanaan model pembelajaran daring selama pandemi virus Covid-19 ini memiliki kelebihan dan kekurangan masing-masing. Pemerintah Kota Pontianak penerbitan surat edaran No 13/DIKDIKBUT/ Tahun 2020 Tentang Kebijakan Pendidikan Pada Masa Darurat Penyebaran Virus Corona (Covid-19) tahun yang dikeluarkan oleh Kota Pontianak dalam upaya pencegahan covid-19. Implementasi pembelajaran daring dirumah ini menggunakan media watshapp, google classroom atau zoom. Fokus dalam penelitian ini adalah model implementasi menurut George Edward III yaitu Komunikasi (communication), Sumber Daya (Resources), Disposisi (Disposition) dan Struktur Birokrasi (Bureucratic Structure). Hasil penelitian menjukkan bahwa Komunikasi yang terjadi di jajaran Pemerintah Kota Pontianak dan Dinas Pendidikan dan Kebudayaan Kota Pontianak sudah cukup baik, terlihat dalam penerbitan surat edaran yang dikeluarkan oleh Kota Pontianak dalam upaya pencegahan covid-19, selanjutnya di respon oleh Dinas Pendidikan Kota Pontianak dengan mengeluar-kan surat edaran perihal pencegahan covid-19 dengan meliburkan sementara kegiatan belajar mengajar di sekolah dan mengintruksikan untuk belajar di dalam rumah. Ada beberapa kendala yang dialami saat melaksanakan kebijakan pembelajaran daring, seperti keterbatasan akses jaringan internet dibeberapa wilayah di kota Pontianak, dengan adanya pembelajaran daring ini juga bisa memberatkan orang tua siswa karena harus mempunyai gadget beserta kuota internet untuk mengaksesnya. Ada beberapa Siswa yang kesulitan dalam mengakses materi yang diberikan secara onlinen karena tidak memiliki kuota.

Abstract

During the crisis in the last two years, the government implemented five policy schemes to protect Micro, Small, and Medium Enterprises (MSMEs). This research aims to seek how the policies scheme recovers MSME activities and provides recommendations to distribute the policies benefits evenly. This qualitative research was conducted through a literature review design. Data were collected from laws and regulations, empirical research results, and credible newspapers. Data were analyzed using the theory of Mazmanian & Sabatier (1983). This research finds that not all MSMEs can recover sales, funding, supply, operations, and diversification. Problem characteristics and policy characteristics have been mapped according to the policy scheme. However, the goals achieved are more influenced by variables outside the law. Not all MSMEs meet bankable criteria and integrate with the digital ecosystem. As a structural problem, these situations can be overcome through a derivative policy with a top-down pattern. As a cultural problem, these situations require an MSMEs mindset change. Therefore, this research recommends MSMEs' digitalization through expanding fund access and protection (insurance). This research concludes that the protection of MSMEs is only effective for the integrated digital ecosystem. Thus, a derivative policy is needed to "force" MSMEs' digitalization ecosystem.

Abstract

This study aims to see how the Management Information System for Village-Owned Enterprises in Improving Regional Per Capita in Sambas Regency. Sambas Regency is one of the regencies directly adjacent to Malaysia. At the level of Village-Owned Enterprises, it is still relatively low in increasing regional per capita. The method used is a qualitative method with a literature study. The results of this study look through the SWOT Analysis in the Strategy that will be carried out to empower and activate VOEs in improving the economy and the Village-Owned Enterprise Management Information System Model.

Abstract

Presidential Instruction No. 3 of 2003 about national policies and goals for e-government development shows the government's commitment to using information technology (IT) infrastructure to carry out government functions. Under Presidential Instruction No. 3 of 2003, the government directed various government agency officials, including governors and regents/mayors, to carry out measures to implement e-Government on a national scale. They were also instructed to develop and execute subsequent plans, collaborate with the Minister of State for Communications and Information, and ensure the president's instructions were implemented to the best of their abilities. This study focuses on identifying and addressing issues, therefore the researcher aims to understand the elements that affect the implementation of the SELEDRI programme, which has not been effective in building e-government at the Population and Civil Registration Service of Kubu Raya Regency. Abstract

Abstrak: BUMDES yang berada di wilayah perbatasan Negara menghadapi permasalahan lingkungan yang kompleks. Demikian juga permasalahan terkait dengan BUMDES itu sendiri yaitu kapasitas lembaga yang lemah. Pelaksanaan program pengabdian ini bertujuan meningkatkan wawasan pengelola BUMDES dengan harapan mendorong pengelola dalam mengembangkan kapasitas kelembagaan. Pelaksanaan kegiatan melalui tiga tahap yaitu orientasi dan sosialisasi, pelaksanaan kegiatan, serta monitoring dan evaluasi. Mitra atau peserta terdiri dari pengelola inti BUMDES berjumlah 8 orang, serta operasionalisasi berjumlah 2 orang. Capaian hasil sosialisasi yang dilakukan baik dengan penyuluhan ataupun melalui tatap muka melalui 6 (enam) item indikator penilaian. Berdasarkan 6 (enam) item indicator penilaian terjadi peningkatan wawasan pengetahuan terkait dengan pengembagan kelembagaan yaitu dari 65% menjadi 95%. Hal penting lain adalah dengan sosialisasi terkait peningkatan kapasitas terdapat motivasi yang kuat dari pengelola BUMDES dalam pengembangan lembaga dengan merencanakan menjalin kerjasama dengan pihak luar, baik itu dengan Perguruan Tinggi (PT), Pemerintah Daerah, ataupun pihak swasta. Mitra juga berinisiasi dan mengusulkan kepada Tim untuk mengadakan program pengabdian lanjutan melalui Workshop untuk memacu pengembangan BUMDES di masa yang akan datang.Abstract: BUMDES located at the national border area faces the complexity ot the environment. Besides, the problems related to BUMDES itself are the weaknesses of the capacity building, The implementation of this service program aims to increase the insight of BUMDES managers in the hope of encouraging managers to develop institutional capacity. There are three stages of the program implementation namely orientation and socialization, implementation of program activities, and monitoring and evaluation. Partners or participants consist of BUMDES managerial level, and 2 operational officers. The results of the socialization carried out either through counseling or face-to-face through 6 (six) indicators of assessment items. Based on 6 (six) indicators of assessment items, there is an increase in knowledge insight related to institutional development, from 65% to 95%. Another important thing is that with socialization related to capacity building, there is a strong motivation from BUMDES managers in institutional development by planning to collaborate with outside parties, be it with universities (PT), local governments, or private parties. Partners also initiate and propose to the Team to hold a follow-up service program through a Workshop to spur the development of BUMDES in the future.

Abstract

Along with the times, the role of parents in helping children's growth and development so that they grow into intelligent children becomes a responsibility that must be done. However, public awareness and understanding, especially parents, do not know how to provide good parenting to children. This can lead to undirected child behavior and a lack of stable emotions. Community Service Activities (PKM) are carried out to socialize how good and correct parenting is for children, especially children with special needs at Sekolah Luar Biasa (SLB) Ibu Bahagia, Sungai Raya District, Kubu Raya Regency, Kalimantan Barat Regency. The main target of this activity is the parents/guardians of students of SLB Ibu Bahagia. The activity plan includes socialization about parenting, education about sexual harassment, and discussion sessions. The results of this activity show an increase in the understanding of participants (parents/guardians of students) in providing proper parenting and sharing knowledge about examples of improper parenting that must be avoided.

Abstract

This article assesses the crisis-response performance of Indonesia's social protection in reducing poverty amidst the COVID-19 pandemic. Based on a quasi-experiment framework and counterfactual method, we take advantage of the staggered rollout and varying intensity of emergency assistance to infer poverty results under a counterfactual situation of no program intervention. Based on nationally representative household surveys matched with administrative records, our estimates indicate that the swift growth of cash and food assistance programs saved the country from an extra four percentage point rise in the national poverty rate, thereby keeping nearly 11 million individuals from descending into poverty. The effects were the largest for the poorest families, where social assistance accounted for as much as 22 percent of expenditures on a monthly basis. Robustness checks using other poverty lines and placebo tests validate the robustness of these findings. Yet, targeting accuracy and coverage of informal sector workers remain concerns. The findings underscore the essential importance of administrative preparedness and unified data systems for an effective crisis response, and provide policy implications for enhancing the resilience of social protection institutions in developing nations.
