Abstract

Village Fund management in Bone Bolango Regency faces specific challenges related to the readiness of village officials to manage digital-based financial systems. Several reports from the Regency Government since 2022 indicate that villages remain highly dependent on technical assistance. This situation emphasizes the importance of research on village official capacity and digital readiness as key factors in the effectiveness of Village Fund governance in the region. This study aims to analyze in-depth the relationship between village official human resource capacity, digital readiness, and the quality of Village Fund governance in Bone Bolango Regency, Gorontalo Province. This study used a qualitative descriptive approach through in-depth interviews with 27 village officials, participant observation, and analysis of village financial documents and digital application implementation. The results showed that although 19 of the 27 officials had at least a high school/vocational high school education and 6 had a bachelor's degree, only 11 reported being able to operate the village financial application without assistance. Limited digital literacy was evident in delayed data input and errors in uploading accountability documents. Furthermore, 14 of the 19 villages observed experienced internet infrastructure constraints, which frequently delayed the budget verification and disbursement process. These findings indicate that the formal capacity of government officials does not always align with the technical competencies required for digital-based village financial governance. The practical implications of this study emphasize the need for capacity-building programs that focus more on digital literacy, ongoing technical assistance, and improvements to network infrastructure at the village level. Strengthening these aspects has the potential to increase accountability and accelerate the administrative process of Village Fund management in Bone Bolango Regency.

Abstract

Abstract

The transformation of the Local Government Information System (SIPD) into SIPD-RI is a strategic agenda for digitalizing Local governance in Indonesia. Although the regulatory framework is comprehensive, studies specifically examining this transformation from the perspectives of regulation, system architecture, and governance implications remain scarce—even though the change carries strategic consequences for data interoperability and central–Local coordination. This study maps the development of SIPD research and policy from 2020 to 2024, identifies implementation challenges and opportunities, and analyzes the implications of the transition toward SIPD-RI. Using a PRISMA 2020-guided systematic literature review, 12 journal articles and 6 policy documents were analyzed through thematic synthesis. The synthesis reveals three clusters of findings: (1) SIPD improves the consistency of planning–budgeting documents and the traceability of financial reports, yet these benefits are uneven and highly dependent on data readiness, internal standard operating procedures, and inter-agency collaboration; (2) the dominant barriers are institutional—human resource capacity, inter-agency coordination, and organizational readiness—rather than purely technical; and (3) the transition to SIPD-RI demands data interoperability, business-process standardization, and institutional readiness that remain uneven across regions. The main contribution of this review is a comprehensive map of the 2020–2024 SIPD literature and an analytical framework linking system transformation to the concepts of interoperability, organizational readiness, and institutional capacity. Its policy implication is that the success of SIPD-RI cannot be achieved through technological refinement alone; it requires differentiated capacity-building programs across regions, explicit data-migration guidelines, and institutionalized central–Local coordination mechanisms.

Abstract

This study aims to analyze the dynamics of regional autonomy implementation in Indonesia within the context of the tension between decentralization and re-centralization, as well as to identify the factors determining local government performance. This research employs a qualitative approach with a literature study design combined with comparative analysis across four regions: Banyuwangi Regency, Surabaya City, Sleman Regency, and Bogor City. The analytical framework draws upon decentralization theory, collaborative governance, as well as institutional and constructivist perspectives. The findings indicate that regional autonomy in Indonesia is contextual and multi-variant in nature. Regions such as Banyuwangi and Surabaya demonstrate success through innovation, institutional capacity, and strong leadership, while other regions face limitations in capacity and governance complexity. At the national level, the performance of regional autonomy remains predominantly in the moderate to low category, with limited fiscal independence. A key finding of this study is the existence of a structural paradox between the breadth of decentralized authority and the limited capacity of local governments to manage such authority. This condition suggests that decentralization in Indonesia does not fully lead to efficiency as assumed in classical theory, but rather operates within a hybrid condition between administrative decentralization and fiscal centralization. This study proposes a conceptual model of Hybrid Collaborative Decentralization, which emphasizes the importance of integrating local capacity, leadership, innovation, and collaboration as mediating factors in improving the performance of regional autonomy.

Abstract

The tourism sector is strategically significant in increasing national economic growth in Indonesia. Eastern Indonesia remains far behind in developing marine and cultural tourism, though some regions have huge potential for marine and cultural tourism like Lampu Satu Beach located in Merauke Regency. This study aims to analyze the role of the Merauke Regency Government in developing Lampu Satu Beach as a leading destination. Design of study: This was a qualitative descriptive-analytical study. Data were collected by interviews, observations and documentation. Primary data were collected from 10 key informants through in depth interviews, who were purposively selected based on their competency, authority and presence in regional tourism management and development. The results indicate that local government officials were central actors in tourism development. The third one is the obvious role of government which way we call it regulation, planning and facilitation. It is the local governments who require to advance/combat and give strength/power to local communities. Two of these, limited human resources in destination development and budget constraints both are equally hard-fats for (yet) improving regional tourism programs while slower inter-agency coordination undermines the effectiveness of policy implementation. This research is expected to enhance this potential through the digitalisation of regional tourism promotions in support of the local community-based creative economy and adaptive regulatory frameworks to support sustainable destinations management. This process seeks to ensure that national tourism is inclusive and equitable.
