Abstract

Food security remains a significant challenge for vulnerable areas, requiring sustainable interventions to improve community well-being. This community service activity aims to strengthen food security through a participatory approach involving nutrition education, local food diversification training, and program sustainability monitoring. The Participatory Action Research (PAR) method was applied, with data collected through questionnaires, in-depth interviews, and participatory observations. The results showed a significant improvement in household food security, with food insecurity rates dropping from 65% to 30%, alongside positive changes in consumption patterns. However, program sustainability still requires policy support and the involvement of local stakeholders to ensure long-term impact. The conclusion emphasizes that community-based interventions can be an effective model for enhancing food security, but sustainable strategies are essential to maintain program benefits over time.

Abstract

The trend of smart campus development has increased over the past 10 years, marked by digital transformation and the implementation of IoT and big data. This trend is not limited to state and private universities; civil service universities are also participating in the development of smart campuses. Unlike state and private universities, civil service universities face limitations in internal institutional management that pose significant challenges for planning and building large projects, such as smart campuses. The smart campus development plan at the Institut Pemerintahan Dalam Negeri (IPDN) is still hampered by various issues related to the management of scattered information and low use of information systems within the campus environment. Various stakeholders hold different opinions on these issues, so the nature of the problems faced remains unclear. These issues require special attention in follow-up and solution-finding, given that the implementation and use of information technology and information systems are the core of smart campus projects. This study analyzes the problem, organizes it more clearly, and identifies the root cause of the problem from scattered issues using Soft Systems Methodology (SSM) integrated with several stages of Root Cause Analysis (RCA). The identified root causes were then mapped into the smart campus dimensions: smart economy, smart society, smart environment, and smart governance. The analysis identified 27 root causes, divided into three categories: human resources, management, and policy. Of these 27 root causes, nine fall within the smart campus dimension, namely the smart economy, smart society, and smart governance subdimensions.

Abstract

Di era digital, transformasi digital menjadi kebutuhan penting bagi pemerintah daerah dalam meningkatkan layanan administrasi dan pelayanan publik. Salah satu upaya yang dilakukan adalah penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Dinas Komunikasi, Informatika, dan Persandian (Diskominsa) berperan sebagai instansi utama dalam pelaksanaan SPBE. Akan tetapi, implementasi SPBE di Kabupaten Aceh Barat Daya masih menghadapi kendala, terutama dari sisi kesiapan infrastruktur. Penelitian ini menggunakan teori e-government dari Indrajit dengan tiga dimensi: dukungan, kapasitas, dan manfaat. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan keterbatasan jaringan internet, kurangnya perangkat teknologi yang memadai, serta minimnya SDM yang kompeten di bidang teknologi informasi. Selain itu, dukungan pimpinan daerah juga dinilai belum maksimal. Oleh karena itu, diperlukan upaya konkret berupa peningkatan infrastruktur, penguatan kapasitas SDM, serta perencanaan anggaran yang tepat agar implementasi SPBE dapat berjalan efektif, efisien, dan berkelanjutan demi mewujudkan tata kelola pemerintahan yang transparan, akuntabel, dan modern.

Abstract

Digital innovation in public services is increasingly becoming a primary need for efficient and responsive governance. One such innovation is ASIAP (Aplikasi Antar SPPT PBB), a digital system developed by the Pekanbaru City Regional Revenue Agency (Bapenda) to distribute Tax Payable Notification Letters (SPPT) online. However, as a silent innovation, ASIAP is not widely known, despite its significant contribution to regional tax management. This study aims to assess user satisfaction with the ASIAP application and analyze the accompanying innovation diffusion process. The study used a mixed-method approach with quantitative and qualitative methods. Data collection was conducted by distributing questionnaires to ten ASIAP user employees, based on five dimensions in the End-User Computing Satisfaction (EUCS) model: content, accuracy, format, ease of use, and timeliness. In-depth interviews were also conducted with several Bapenda employees to explore the innovation adoption process based on Rogers' innovation diffusion theory. The results showed that users found the ASIAP application quite satisfactory, particularly in terms of information accuracy and ease of use. However, aspects of information up-to-dateness and visual presentation still require improvement. The ASIAP diffusion process is considered to have progressed gradually through five stages of innovation adoption, supported by the role of internal change agents and informal communication between employees. In conclusion, ASIAP is a potential digital innovation for strengthening information technology-based public services at the regional level, but it still requires further development to achieve broader and more equitable benefits.
