Abstract

Abstract: Al-Madinah al-Fadhilah or what is called the ideal state is a concept of government initiated by a Muslim scholar named Al Farabi. The concept has an orientation towards achieving the highest happiness of society through cooperation, justice, and wise leadership that directs society towards common goals, not individual interests, by using normative approaches and qualitative research this research can produce a critical analysis of the concept of Al Farabi who initiated the concept of al-Madinah al-Fadhilah by mixing the realm of philosophy which of course many of these things are not understood for its implementation in the present day which in the end, the concept of al-Madinah al-Fadhilah is more appropriately understood as a political ideal rather than an applicable government system. The system functions as an ideal moral standard for evaluating every existing political system and behind the concept that was initiated there are shortcomings because the concept is very philosophical so it is difficult for today's society to understand, basically the concept of the ideal state of Al-Farabi is heavily influenced by Greek philosophy and Islamic theology, which makes it tend to be theoretical and difficult to realize in the real practice of state life. To determine whether the concept proposed by Al Farabi is still relevant or contradictory, the author has entitled this article: "A Critique of Al Farabi's Concept of the Ideal State and Its Relevance to the Present Era." Abstract

The anti-usury policy promoted by Turkish President Recep Tayyip Erdoğan, through the emphasis on low interest rates, is one effort to implement sharia principles in the modern macroeconomic system. This policy aligns with the concept of Al-Hisbah, which in the history of the Islamic State successfully eradicated usury and created economic welfare and prosperity. However, its implementation in the modern era faces serious and complex challenges, such as high inflation, the depreciation of the lira exchange rate, and resistance from the business community and investors. This study aims to analyze the gap between the practice of Al-Hisbah in the past and its current implementation, focusing on Erdoğan's economic policies. Using a qualitative approach and descriptive analysis, this study examines historical literature and economic data on Erdoğan's policies. The results show that although Erdoğan's anti-usury policy is firmly grounded in sharia principles, its implementation is still constrained by the global economic system that has integrated interest rates into its practice, making it very difficult for a country to break out of this cycle. Thus, a holistic and context-based approach is needed to ensure that anti-riba policies not only create economic benefits but also minimize the potential for mafsadah (harmful acts). Furthermore, this policy can serve as a strategic model for other Muslim countries in building consensus to reform the capitalist system toward an economic order more aligned with Islamic principles

Abstract

This study aims to analyze the phenomenon of unemployment from the perspective of human resource development based on Islamic values, specifically through the maqasid al-shari’ah approach. Conventional development models focused solely on economic growth often fail to comprehensively address unemployment issues because they neglect the dimensions of ethics, social justice, and spirituality. This study employs a qualitative method using a literature review approach, examining various classical and contemporary works related to Islamic economics and human development. The findings indicate that unemployment is not merely an economic issue but also reflects a failure in the holistic management of human resources. From the perspective of the maqasid al-shari’ah, development must be directed toward the protection of religion, life, intellect, lineage, and wealth, which implicitly demands the creation of fair, productive, and dignified employment opportunities. Therefore, a reconstruction of development policies is necessary one that focuses not only on macroeconomic indicators but also on the comprehensive enhancement of human quality. This study is expected to provide a conceptual contribution to the development of public policies based on Islamic values to address unemployment in a sustainable manner.
