Abstract

Penelitian ini bertujuan untuk mengkaji permasalahan dalam operasional radar saat bernavigasi di KM ORIENTAL GALAXY serta mengidentifikasi upaya optimalisasi pengoperasiannya. Metode penelitian yang digunakan adalah pendekatan kualitatif, dengan teknik pengumpulan data berupa observasi langsung dan wawancara terhadap pihak-pihak terkait. Hasil penelitian menunjukkan bahwa pengoperasian radar di kapal belum sepenuhnya memenuhi standar operasional prosedur yang berlaku. Ditemukan beberapa kendala, antara lain inefektivitas radar dalam mendeteksi target dan potensi bahaya navigasi, kinerja magnetron yang menurun, serta adanya area blind sector pada cakupan radar. Selain itu, juga teridentifikasi fenomena anomali seperti kemunculan spurious echoes yang tidak sesuai dengan objek nyata. Upaya perbaikan diarahkan pada peningkatan kompetensi kru melalui pelatihan dan penyuluhan tentang pengoperasian radar yang benar. Penelitian ini menekankan pentingnya awareness terhadap keterbatasan teknis radar, serta perlunya pemeliharaan rutin untuk meningkatkan akurasi dan keandalan radar dalam mendukung keselamatan pelayaran. Dengan meningkatkan pemahaman dan keterampilan dalam penggunaan radar, diharapkan keselamatan navigasi kapal dapat lebih terjamin

Abstract

This study aims to analyze the implementation of the Planned Maintenance System (PMS) on the anchor chain system aboard SPOB Buana Dynamic and to identify the constraints encountered in its execution. The research method employed is a descriptive qualitative approach, with data collected through direct onboard observation, documentation, and literature review. The results indicate that the maintenance of the anchor chain system has not been carried out optimally and has not been implemented in a disciplined manner. Several maintenance procedures, such as wear inspection of components, chain stopper testing, and comprehensive inspections, are not performed routinely. This condition leads to technical problems, including corrosion and wear of the anchor chain, which may reduce the strength and reliability of the system. In addition to technical factors, managerial issues also contribute, such as inadequate planning, organization, and supervision, as well as low crew awareness regarding the importance of preventive maintenance. From a regulatory compliance perspective, the PMS implementation has not fully met the safety requirements established by international standards such as SOLAS and the ISM Code. These shortcomings impact the smooth operation of the vessel, particularly during anchoring and weighing processes. It can be concluded that the PMS implementation remains reactive and has not been optimally applied. Therefore, improvements in maintenance practices, stricter supervision, and the development of a preventive maintenance culture are necessary to enhance safety and operational reliability of the vessel).

Abstract

This study aims to analyze the conformity of procedures and the readiness of safety equipment in handling Man Overboard (MOB) incidents on board KM. Pantokrator. The research method used is descriptive qualitative, with data collection techniques including observation, interviews, and documentation study of the ship's Safety Management System (SMS). The results show that the level of conformity in the implementation of MOB procedures reaches 84.6%, where out of 13 procedural steps, 11 were implemented and 2 were not carried out. Several discrepancies were found, particularly in aspects of communication, compliance with procedures, and reporting documentation. From the perspective of safety equipment readiness, the findings indicate that all equipment meets availability standards in accordance with SOLAS requirements, but is not yet optimal in terms of operational readiness. This is evidenced by the ineffective use of the rescue boat, which experienced delays in operation due to the engine condition being rarely used. As a result, the evacuation process was carried out alternatively by the crew using manual methods. Safety equipment such as life jackets and lifebuoys functioned properly, while other equipment was not utilized due to situational considerations. Based on the findings, it can be concluded that although the safety system and equipment are available in accordance with standards, improvements are needed in the areas of equipment maintenance, communication optimization, and reporting accuracy to enhance the effectiveness of emergency handling on board
