Abstract

This research aimed to measure the reliability fulfillment of Bitung Port as the most Eastern port in Indonesian in succeeding the Sea Toll program that it was launched by the government in the Working Cabinet Nawa Cita. This research used qualitative descriptive research method. Data were collected by documentation, observation and interview techniques. The number of population was all reliability indicator components that determined by the National Development Planning Agency such as installed facilities, productivity level, effective documentation, data availability and information system, water entrance and inland transport then support institution of Bitung Port. Based on result of research, it was found that the six components of reliability that assessed at Bitung Port generally had fulfilled reliability criteria in supporting the Sea Toll Program, except Port Productivity component from the assessment aspect of Berth Output (BTP) and Gang Output which of experiencing trend of decreasing the quantity of load from year to year in Berth Output (BTP) calculation and no achieving of standard Gang Output which required to container transport at conventional wharf.

Abstract

Penelitian ini bertujuan untuk mengukur pemenuhan unsur kehandalan Pelabuhan Bitung sebagai Pelabuhan Hub Paling Timur di Indonesia dalam menyukseskan program Tol Laut yang dicanangkan pemerintah dalam Nawa Cita Kabinet Kerja. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif terhadap data-data yang dikumpulkan melalui teknik Studi Dokumentasi, Observasi dan Wawancara. Populasi yang merupakan objek dalam penelitian ini adalah seluruh komponen indikator kehandalan pelabuhan yang ditetapkan oleh Badan Perencana Pembangunan Nasional (BPPN) berupa Fasilitas Terpasang, Tingkat Produktivitas, Efektif Dokumentasi, Ketersediaan Data dan Sistem Informasi, Water entrance dan inland transport, dan Institusi Pendukung Pelabuhan Bitung. Berdasarkan hasil penelitian diperoleh temuan bahwa keenam unsur kehandalan yang dilakukan penilaian pada Pelabuhan Bitung secara umum telah memenuhi kriteriakehandalan dalam mendukung program Tol Laut, kecuali pada unsur Produktivitas Pelabuhan dari aspek penilaian Berth Output (BTP) dan Gang Output yang mengalami trend penurunan jumlah muatan dari tahun ketahun dalam perhitungan BTP dan tidak tercapainya Gang Output standar yang dipersyaratkan pada pengangkutan Kontainer pada Pelabuhan Kovensional.

Abstract

Tujuan penelitian “Analisis Penerapan International Load Line Convention 1966 di Kawasan Papua", ini adaiah mengukur tingkat pemahaman pihak-pihak yang terlibat dalam penerapan aturan keselamatan garis muat bagi kapal-kapal niaga, mengetahui penerapan aturan keselamatan garis muat oieh kapal-kapal niaga di Kawasan Timur Indonesia. Jenis penelitian ini adaiah penelitian kualitatif yang akan membahas Load Line Convention 1966 khususnya yang berhubungan dengan pemberlakuan garis batas muat keselamatan kapal yang lebih dikenal dengan Plimsol Mark. Penelitian ini menggunakan teknik analisis deskriptif kualitatif. Teknik ini dimaksudkan untuk menggambarkan penerapan International Load Line Convention 1966 terutama yang berhubungan dengan penerapan Plimsol Mark oleh masing-masing unsur responden/populasi penelitian. Hasil penelitian menunjukkan bahwa pihak-pihak yang terlibat pada umumnya memahami dengan jelas dan detail aturan tentang keselamatan pelayaran salah satunya adaiah International Load Line Convention 1966. Selain itu hasil penelitian ini juga menunjukkan bahwa pihak-pihak yang terlibat belum sepenuhnya menerapkan, terdapat 1 atau sekitar 3 persen nahkoda yang belum menerapkan aturan keselamatan garis muat bagi kapal-kapal niaga dan terdapat 13 atau sekitar 43 persen petugas kapal yang berada dalam kategori rendah dalam menerapkan tentang aturan keselamatan garis muat bagi kapal-kapal niaga.

Abstract

Shipping safety has always been an interesting topic and a focus for all stack holders in the Indonesian sea, river, lake and crossing transportation community. One of the factors that play an important role in supporting shipping safety is the competence of the crew. The purpose of this study is to provide an overview of the level of competence of crossing crews in Eastern Indonesia in terms of the fulfillment of CMT and CMHBT Certificates as required by STCW Chapter V Regulation V / 2. This research is a type of Normative Research carried out for approximately 8 months on ships operating on the Sheet-Padangbai, Gilimanuk-Ketapang and Bajoe-Kolaka trajectories with a Judgement Sampling system. The data used is in the form of qualitative data based on the results of a survey of the completeness of CMT and CMHBT certificates from the Crossing Ship Crew. The results of this study found that the competence of Crossing Crew in Eastern Indonesia in terms of compliance with CMT and CMHBT Certificates used as research variables was above 80% of the number of crew surveyed. However, the study also found that there was a misperception regarding the obligation to fulfill the CMT certificate required for all crossing crew and the CMHBT certificate which should only be required for the Skipper, Head of the Engine Room, Mualim I, Driver II and other personnel who fit the Muster List on board passenger ships and Roro-passengers are responsible for passenger safety in emergency situations, which in this case is the officer of the ship. In fact, in the field, CMHBT certificates have also been fulfilled by crew members who are not officers. This does not meet the efficiency aspect in the application or shipping safety.

Abstract

Training Need Analysis (TNA) or training needs analysis which is a reflection of the actual situation faced by prospective trainees in carrying out their work/tasks. In analyzing training needs, try to compare the results of the current work (performance) that they are doing with what is desired (expected performance) according to predetermined operating standards. This study used a descriptive method, classified into 2 groups of data, namely qualitative and quantitative/Mixed Methods. baggage/baggage labor, and 308 respondents from 500 users of baggage labor services using random sampling technique. The method of data analysis in this study uses descriptive analysis techniques. The results of the study show that the perceptions of service users regarding baggage labor services at the Port of Makassar are generally in the good category, but in terms of security, order and ease of response, doubtful is in second place, greater than the response of strongly agreeing to these two aspects. The perception of baggage workers on the six aspects measured in transportation services is good in general, but if we look in more detail based on several anomaly choices, the safety aspect needs to be given more attention because 29.88% chose not suitable, 29.19% chose doubtful and only 25.19% conform. The training needs needed to improve baggage worker services at Makassar Port are regarding safety with K3 material, security and order with ISPS Code material, convenience and comfort with Service Culture and Customer Satisfaction material.

Abstract

The pupose of this study determine the perceptions of cadets towards online distance learning methods. This study used descriptive qualitative method. Perception assessment is carried out by referring to 3 components, namely: components of understanding On Line learning, constraints in taking On Line learning, Suggestions for the Quality of Online learning. Data collection was carried out using an online questionnaire through Google Form to 92 diploma III cadets who were participating in distance learning using purposive random sampling technique. The results showed that the results of several components of distance learning that were given to the respondents, on average, supported and rated positively towards online distance learning methods carried out by cadets

Abstract

The purpose of this study was to determine the perceptions of cadets and lecturers' perceptions of distance learning online methods at the Barombong Shipping Polytechnic. Distance Education (PJJ) is conceptually seen from two aspects, namely the institutional aspect and the personal aspect. The existence of the covid outbreak that has hit our country in Indonesia requires us to do distance learning using online methods. This study uses a qualitative approach. Bogdan and Taylor in Moleong, describe, qualitative research is research that produces descriptive data in the form of written or spoken words from people and observable behavior. The data analysis technique was based on the research objective, namely knowing the cadets' perception of distance learning at the Barombong Shipping Polytechnic. Therefore, the data analysis technique used was descriptive analysis. Data collection techniques were carried out using questionnaires and documentation. The results showed that cadets' perceptions of distance learning online methods were seen from several aspects, namely, aspects of the availability of IT and support, aspects of lecturers, aspects of the ability to use IT, aspects of ease of understanding subject matter and aspects of cadets' motivation to learn through online learning. positive. Lecturers/instructors' perceptions of distance learning online methods when viewed from several aspects including, aspects of the preparation carried out by the institution, the activity of cadets, the ability to make On-line-based learning materials and the ability to use IT, indicate that the perception is positive although there are still some aspects which needs to be fixed

Abstract

Maritime education and training are pivotal for the development and operation of autonomous ships and green port era, encompassing areas such as safety, economic advantages, legal frameworks, cybersecurity, and operational efficiency. The author aims to develop robust and resilience curriculum for future generation which is a combination of well developed STCW (Standard of Training & Certification of Watchkeeping) and Indonesia Educational Standards through literature review and applying a well-designed guidance from the Indonesian Ministry of Education. The research contribution lies in the development of an integrated curriculum that aligns international maritime standards with national educational requirements, using a systematic approach informed by literature and official educational guidance. The data then compared with some MET's curriculum and the results are proven to be aligned with every limitation set up by International Standards and Indonesian National Education Standards.

Abstract

Dalam perkembangannya industri transportasi laut yang pesat tidak terlepas dari resiko kecelakaan kerja yang cukup tinggi. Timbulnya kasus kecelakaan yang terjadi di atas kapal disebabkan karena kesalahan dan kelalaian manusianya serta minimnya pelatihan keselamatan, selebihnya disebabkan oleh faktor alam dan faktor faktor lainnya. Penelitian tersebut di lakukan bertujuan untuk mengetahui penghambat saat menurunkan sekoci serta cara yang tepat agar awak kapal dapat menurunkan sekoci penolong dengan optimal. Penelitian ini adalah kualitatif dengan metode deskriptif. Lokasi penelitian ini adalah di atas kapal KM. Kaltim Express22. Teknik Pengumpulan data adalah menggunakan teknik observasi, wawancara dan dokumentasi. Hasil dari penelitian yang dilakukan penulis adalah ada beberapa kendala yang dihadapi awak kapal dalam latihan menurunkan sekoci penolong yaitu kurangnya perawatan dan  ketidaksiapan awak kapal dalam latihan, serta anggapan hanya sekedar latihan membuat respon dalam tugas-tugas penurunan sekoci kurang diperhatikan.

Abstract

This study investigates the formulation and implementation of character development policies in vocational higher education institutions in Indonesia. Using a qualitative design, data were collected through panel surveys involving key stakeholders at multiple institutional levels, including lecturers, department heads, and vice directors. The study explores stakeholders' perceptions regarding the urgency of character education, the values to be instilled, implementation strategies, challenges, and evaluation mechanisms. Findings reveal a strong consensus on the importance of integrating character development into the core curriculum, yet also highlight critical challenges such as fragmented policy implementation, limited faculty capacity, and inadequate evaluation systems. National regulations are recognized as valuable frameworks, but their operationalization at the institutional level remains inconsistent. To address these gaps, the study introduces the V-CODE Model (Vocational Character-Oriented Development & Evaluation), a conceptual framework comprising five interconnected components: driving factors, stakeholder involvement, policy formulation, implementation strategies, and evaluation mechanisms. The model emphasizes participatory policy design, curriculum-wide integration, and feedback loops reinforcing continuous improvement. This research contributes to theory and practice by offering a contextually grounded model to guide vocational institutions in building sustainable and impactful character education systems. The study also provides policy recommendations for aligning institutional practices with national education goals and labor market expectations.
