Abstract

Stunting is a long-term malnutrition problem that affects the quality of human resources and is a development priority. The government uses the Special Allocation Fund (DAK) for the health sector to accelerate stunting reduction. This study aims to analyze the budget performance of the stunting program at the Surabaya City Health Office in 2025, evaluate the effectiveness of DAK use, and identify supporting and inhibiting factors. The method used was a descriptive qualitative approach with a Systematic Literature Review (SLR) and document analysis of scientific literature from 2019–2025 and official local government documents. The results indicate that the budget performance of the stunting program is quite effective and aligned with planning documents. The use of DAK supports nutrition interventions through community health center (Puskesmas) and integrated health post (Posyandu) services. However, effectiveness is less than optimal due to data inconsistencies between institutions, a lack of results-based performance indicators, and a suboptimal monitoring and evaluation system. Therefore, strengthening results-based evaluation, data integration, and improved cross-sectoral coordination are needed to ensure a more significant and sustainable program impact.

Abstract

The hydrometeorological disaster that occurred in several places in Aceh at the end of 2025 caused a major impact on the continuity of the education sector , especially in terms of access , continuity of learning , and quality of infrastructure . Damage to school facilities and infrastructure and disruption to student mobility made education a public issue that requires fast , adaptive , and measurable policy intervention . As an innovative response , in 2026 a support program for 1.2 million e-learning PINs was launched , initiated by the Police Science College (STIK) of the Indonesian National Police Education and Training Institute (Lemdiklat Polri) in collaboration with the I Love My Country Indonesia (ILMCI) Group, with distribution support by the Aceh Regional Police and technical follow-up by the Aceh Education Office. This program is aimed at affected areas , especially in Aceh Singkil Regency and Lhokseumawe City , with a target of 362,617 students in 2,805 schools from elementary to high school levels . This study aims to evaluate the implementation of the e - learning PIN assistance policy that functions to support the recovery of the education sector after the disaster . The method used is a qualitative descriptive qualitative approach by conducting Literature review . The findings of this study indicate that this policy plays an important role in supporting the sustainability of learning and expanding access to digital education . However , its implementation still faces several challenges , such as a lack of adequate infrastructure , minimal preparation of the workforce , and less than optimal coordination between sectors . This finding is in line with the views on policy implementation explained by George C. Edward III, highlighting that communication , resources , attitudes , and bureaucratic organization play a crucial role in determining the success of a policy.

Abstract

This study aims to analyze the management of zakat management at BAZNAS Mojokerto City using the POAC (Planning, Organizing, Actuating, Controlling) approach . This study uses a descriptive qualitative method with data collection techniques through literature studies , documentation , and analysis of institutional reports . The results of the study indicate that BAZNAS Mojokerto City has implemented management functions quite optimally , especially in the aspect of zakat potential- based planning and the implementation of innovative service-based programs. However, several obstacles are still found such as less than optimal organizational coordination , less than optimal data integration , and a monitoring system that is still output - oriented and not fully impact - oriented . The implications of this study show the importance of strengthening outcome- based monitoring and evaluation systems and data integration to improve the effectiveness of zakat management within a public management framework .
