Abstract

Indonesia is undergoing a major transformation in its sovereign investment management through the establishment of two key entities: the Indonesia Investment Authority (INA) and Danantara. While both were established with the aim of strengthening long-term economic performance and increasing public and international investment, various challenges related to good governance have emerged—such as political interference, lack of transparency, potential conflicts of interest, and weak legal oversight. This study aims to conduct a comparative analysis of the institutional structures and legal frameworks of INA and Danantara, and to evaluate the extent to which their practices adopt the principles of good governance (including accountability, transparency, effectiveness, the rule of law, and public participation). The research method is a normative qualitative approach with juridical-documentary studies and interviews with relevant stakeholders, as well as comparative analysis between institutions. The research results are expected to identify gaps between regulations and field practices, highlight key risks in the management of sovereign wealth funds in Indonesia, and provide policy recommendations to strengthen accountability and oversight mechanisms, increase transparency, and strengthen the independence of sovereign investment institutions. This research contributes to the literature on SWF governance and state administration and provides a policy foundation for sustainable institutional improvement.

Abstract

Background: This study aims to analyze the effectiveness of implementing Sustainable Development Goal (SDG) 12 on responsible consumption and production in supporting economic development in Central Lombok Regency. The current achievement of SDG 12 in the region shows disparities when compared to national progress, despite strong efforts by the central government to strengthen comprehensive environmental governance policies. Various national and regional regulations have been established, including West Nusa Tenggara Provincial Regulation No. 5 of 2019 on Waste Management. However, local performance remains limited, indicating the need for more targeted and collaborative strategies. Method: This research employs a qualitative approach through case studies and literature reviews, combining observational data, interviews, documentation, and policy analysis. The study examines the involvement of government, communities, self-help groups, and the private sector in waste management and the development of sustainability-based economic initiatives. Result: Findings reveal that waste management infrastructure and community participation remain inadequate, while policy implementation is not yet integrated across the entire value chain. Consequently, the effectiveness of SDG 12 implementation is still suboptimal, particularly in key local economic sectors such as agriculture, tourism, and recycling-based industries. The results indicate that the successful implementation of SDG 12 in Central Lombok requires multisectoral synergy through collaborative environmentally friendly business strategies. Active community engagement through waste banks, consistent regulatory support, and the adoption of circular economy models constitute essential factors in strengthening sustainable economic development. Conclusion: The study concludes that accelerating SDG 12 achievements can only be realized through integrated policies, enhanced public awareness, and adequate infrastructure provision, thereby generating balanced economic, social, and environmental impacts.

Abstract

Child marriage in Lombok is still a serious problem that strengthens the structural marginalization of women through school dropouts, economic dependence, and low access to the digital economy. Various empowerment programs have been implemented, but there is no model that integrates the values of Maqasid Sharia, the Sustainable Development Goals (SDGs), and a comprehensive digital economy empowerment strategy. This research aims to construct and validate the Chain Model based on Maqasid Syariah and SDGs as a digital economy empowerment strategy for women victims of child marriage in Lombok. The research uses a qualitative approach with an instrumental case study method. The data was obtained through in-depth interviews with 24 informants consisting of women victims of child marriage, religious leaders, program facilitators, and policy makers, and strengthened through focus group discussions and document analysis. The analysis was carried out using thematic analysis with a gender perspective. The results of the study show that women victims of child marriage face economic vulnerability, low digital financial literacy, and high risk of digital economy exploitation. The Chain Model developed integrates the five principles of Maqasid Syariah with the target of SDGs 1, 4, 5, and 8 through seven systematic intervention chains. This model has been proven to strengthen digital financial literacy, increase economic confidence, and expand women's participation in digital platform-based micro-enterprises. These findings offer a contextual, sustainable, and relevant empowerment model as a basis for strengthening policies for women victims of child marriage.
