Abstract

Ambiguity and the absence of autonomous sanction mechanisms within the UNCLOS structure have led to paralysis in its enforcement. Meanwhile, ASEAN is trapped in consensus paralysis due to the principle of non-intervention and internal fragmentation. The failure of peacemaking is manifested through the non-binding DOC and the stagnation of the COC. The failure of peacekeeping is manifested through the escalation of direct violence, ranging from militarization to ship collisions between the Philippines and China. Intensive interactions between structural violence through institutional paralysis, cultural violence through the legitimization of the nine-dash line, and direct violence through physical actions ultimately create an endless cycle of conflict. Thus, the achievement of positive peace as a conflict resolution is merely an illusion, so that this dispute will always be dominated by power rather than rules. Abstract

Kepemimpinan perempuan di Indonesia masih menghadapi hambatan struktural patriarki yang kuat, tercermin dari keterlibatan perempuan sebagai calon kepala daerah di Pilkada 2024 hanya mencapai 5,14%. Di tengah lanskap tersebut, Sherly Tjoanda sebagai Gubernur Maluku Utara menyandang status triple minority di tengah ruang patriarki dan sosioreligius yang tinggi. Penelitian ini bertujuan mengkaji manifestasi gendered leadership dalam praktik kepemimpinan Sherly Tjoanda sebagai triple minority. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dari Creswell dengan teori Gendered Leadership dari Judy B. Rosener. Hasil penelitian menunjukkan bahwa keempat indikator interactive leadership dalam gendered leadership memiliki keterikatan yang saling menguatkan. Encouraging participation termanifestasi melalui konsistensi dialogis, sementara sharing power and information dilakukan melalui transformasi media sosial dan transparansi anggaran. Enhancing others self-worth terbukti dalam kebijakan beasiswa, kesehatan, dan pemberdayaan UMKM, serta energizing others melalui narasi “Maluku Utara Bangkit”. Kepemimpinan interaktif ini berhasil meningkatkan IPM sebesar 0,95% dan tingkat kepuasan publik mencapai 85,1% dalam satu tahun. Disimpulkan bahwa Sherly Tjoanda berhasil menavigasi ruang patriarki dan sosioreligius melalui aksi nyata yang memperkuat legitimasi publiknya. Keberhasilan ini membuktikan bahwa latar belakang minoritas bukan penghalang bagi efektivitas kepemimpinan di ruang publik yang maskulin.

Abstract

Background This study aims to analyze the inequality of power relations in the conflict of burning chicken farms in Padarincang from the perspective of the power cube. The background of environmental problems due to chicken farming activities and advocacy that was not responded to by various government agencies created an accumulation of frustration that encouraged extreme acts of burning chicken farms. Methods This research uses John Gaventa's Power Cube theory and uses qualitative research methods with John Creswell's hermeneutic phenomenology approach. Results The results of the research found that the hierarchical structure of the corporation shows the connectedness of local to global actors. This conflict illustrates the transformation of closed spaces into open spaces through community struggles and various forms of power from visible power in the form of company licenses, arrests and demonstrations.   Conclusions Hidden power in the form of lobbying and chicken hotel narratives, the issue of arresting mothers, hoax news to invisible power in the form of internalization of the community over the developing narrative and ideology of economic development. The complex inequality of power relations between the community and PT STS creates marginalization, injustice, legal disparities that continue to envelop the community in fear.
