Abstract

Objective: This study aims to analyze the decision-making process of school principals in improving the quality of education in elementary schools, focusing on the stages of decision-making, influencing factors, and their impact on the quality of learning and teacher performance. Research Method: A qualitative approach was used with a case study design conducted at SDN Rancaekek 05 in Bandung Regency. Data were collected through in-depth interviews, non-participant observation, and documentation studies covering the School Work Plan (RKS), School Budget Plan (RKAS), and academic supervision reports. Data analysis was conducted interactively through the stages of data reduction, data presentation, and conclusion drawing, ensuring data validity through triangulation of sources and methods. Research results: show that school principals make decisions through a systematic and data-oriented process, starting from identifying quality issues, collecting and analyzing information, formulating policy alternatives in a participatory manner, making decisions, implementing programs, and conducting ongoing evaluations. Collaborative and evidence-based decisions have been shown to improve teacher performance, enhance the learning process, and create a more conducive school climate.

Abstract

Objective: This study aims to describe and analyze the role of the principal in the management of development (planning, organizing, implementing, and supervising) of educators and education personnel to meet the National Education Standards (SNP), as well as identifying supporting factors, obstacles, and solutions. Method: Using a qualitative case study approach. Data were collected at SDN Rancaekek 05 Bandung Regency and SD Al-Husainiyyah Bandung City through participant observation, in-depth interviews with principals, teachers, and administrative staff, and documentation studies. Results: Principals at both schools have carried out management functions (planning, organizing, actuating, controlling) effectively in staff development. Although contributing to improving quality and professionalism according to the SNP, development is still hampered by administrative burdens, budget constraints, and teacher digitalization resistance, which are then overcome through individual mentoring and open communication. Novelty: This study provides a concrete comparative model of the principal's strategy in synchronizing staff competencies with SNP demands in two different school characteristics (public and private/religious schools), while also mapping tactical solutions to teacher digitalization resistance at the elementary school level.
