Abstract

Digital transformation in land administration (e-Land Administration) is the main strategy to increase transparency, efficiency, and accountability of public services. However, the success of its implementation does not only depend on technology, but also on human resource (HR) governance which plays a central role in operating and supervising digital systems. This study uses a qualitative approach with the systematic literature review (SLR) method to analyze the role of human resources in supporting land digitalization. Data was collected from internationally reputable publications through databases such as Scopus, ScienceDirect, and Taylor & Francis, and then analyzed using thematic analysis techniques. The results of the study show that technical competence, digital literacy, and institutional readiness of human resources are key factors in ensuring the effectiveness of e-Land Administration. In developing countries such as Indonesia, the main obstacles lie in regulatory gaps, limited human resource capacity, and bureaucratic cultural resistance to change. The study also found that the integration of cutting-edge technologies such as artificial intelligence (AI), blockchain, and cloud computing will only be effective if supported by skilled and adaptive human resources. This study concludes that digital-based land administration reform requires continuous investment in capacity building, regulatory strengthening, and responsive institutional design. These findings have implications for the need for a policy strategy that places human resources at the center of e-Land Administration success, so that digitalization can function not only as a technical innovation, but also as an instrument of fair and sustainable governance.

Abstract

This study aims to explore the impact of economic and social inequality on people's welfare through a comprehensive literature review. Economic and social inequality is an increasingly prominent issue in many countries and has far-reaching implications for societal stability and development. This study identifies that high inequality contributes to various social problems such as increased crime, declining public health, and limited access to education and economic opportunities. In addition, inequality weakens social cohesion and trust among community members, which can impact political stability and the effectiveness of public policies. To address these negative impacts, this study suggests the need for fairer redistributive policies, as well as improved access to fundamental services such as education and health, to improve individual well-being and achieve more inclusive and sustainable economic growth.

Abstract

This study examines the economic transformation of the Indonesia–Malaysia border region from traditional barter systems to a modern cross-border trade ecosystem. The research adopts a qualitative approach, drawing on recent Scopus-indexed literature, policy reports, and relevant academic sources. The findings reveal that the transformation process is multidimensional, involving the interactions among economic integration, institutional development, technological advancement, and socio-cultural adaptation. While the introduction of formal trade systems has enhanced market efficiency, expanded trade volumes, and improved regional connectivity, traditional barter practices and informal trade continue to persist, forming a hybrid economic structure in border areas. Furthermore, the study identifies key challenges, including institutional fragmentation, regulatory inconsistencies, limited infrastructure, and unequal access to economic opportunities, which contribute to uneven development across border regions. Digitalization is a critical driver of the transition toward a modern trade ecosystem, particularly through the expansion of e-commerce and digital financial services. However, socio-cultural factors remain influential, as local communities maintain traditional practices based on trust and social networks. This study contributes to the literature by providing an integrative perspective that bridges economic, institutional, and socio-cultural dimensions of border economic transformation. The findings highlight the importance of inclusive policy design that accommodates both formal and informal systems to ensure sustainable and equitable development.
