Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in promoting economic growth and improving community welfare, particularly at the regional level. In Nagekeo Regency, the ikat weaving craft sector represents an important local economic potential that also carries significant cultural value. However, weaving entrepreneurs still face several challenges, including limited business capital, restricted market access, and low utilization of digital technology for product marketing. This study aims to analyze the role of the Department of Cooperatives, Industry, and Trade of Nagekeo Regency in empowering MSME actors, particularly ikat weaving groups. The research employs a qualitative approach with a descriptive research design. The study involved 18 informants consisting of local government officials, MSME actors, and institutional partners selected through purposive sampling. Data collection techniques included observation, in-depth interviews, and documentation, while data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the department performs facilitative, educative, and technical roles in empowering weaving groups through production training, digital marketing assistance, provision of business facilities, and technical guidance on product innovation. These programs contribute to improving weavers’ skills, product quality, and market opportunities, although their implementation still faces limitations related to budget constraints and uneven program coverage.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Dinas Perhubungan Kabupaten Manggarai dalam penataan trayek angkutan umum di Kecamatan Langke Rembong, yang merupakan pusat administrasi dan ekonomi kabupaten. Menggunakan teori peran organisasi yang dikemukakan oleh Siagian (2003), penelitian ini mengevaluasi tiga dimensi utama: peran interpersonal, informasional, dan pengambilan keputusan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam dengan 17 informan, termasuk pejabat dinas, operator angkutan, dan penumpang, serta observasi lapangan dan analisis dokumentasi Laporan Akuntabilitas Kinerja Instansi Pemerintah (LKIP) periode 2021-2023. Hasil penelitian menunjukkan bahwa peran Dinas Perhubungan belum berjalan optimal. Pada dimensi interpersonal, komunikasi persuasif yang dilakukan belum mampu mendorong kepatuhan sopir secara berkelanjutan. Secara informasional, ketergantungan pada pengelolaan data manual dan sosialisasi yang tidak konsisten menyebabkan kesenjangan informasi yang signifikan. Pada dimensi pengambilan keputusan, ketiadaan terminal pusat serta stagnasi pengujian kelaikan kendaraan (KIR). Studi ini merekomendasikan implementasi sistem informasi digital, prioritas akreditasi KIR, dan pembangunan infrastruktur terpusat untuk menciptakan ekosistem transportasi yang lebih tertib dan aman di Manggarai.

Abstract

Public service innovation has become an important strategy in improving the quality, effectiveness, and accessibility of government services. One of the innovations implemented in the population administration sector is the Gerakan Sayang Anak (GERSANG) Program initiated by the Department of Population and Civil Registration of Kupang City to facilitate the issuance of population documents for newborns. This study aims to analyze the implementation of the GERSANG Program as a public service innovation using the innovation attributes proposed by Rogers, namely relative advantage, compatibility, complexity, trialability, and observability. The study employed a descriptive qualitative approach and was conducted at the Department of Population and Civil Registration of Kupang City. Data were collected through interviews, observations, and documentation involving government officials, health facility representatives, and service users. The data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the GERSANG Program provides significant benefits in terms of time efficiency, cost reduction, and ease of access to population administration services. The program is aligned with community needs, has a relatively simple procedure, can be implemented through health facility partnerships, and produces observable outcomes through increased ownership of birth certificates and other population documents for newborns. However, the program has not yet reached its optimal performance due to limited public awareness and unequal cooperation with all health facilities. The study concludes that the GERSANG Program represents an effective public service innovation and contributes positively to improving population administration services and fulfilling children's rights to legal identity from birth.

Abstract

This study examines the role of the Manupeu Tanah Daru and Laiwangi Wanggameti National Park Office (Balai TN MaTaLaWa) in managing community-based tourism at Lapopu Waterfall, Rewarara Village, Wanokaka District, West Sumba Regency. The research employed a qualitative descriptive approach to understand the implementation of community-based tourism management in the conservation area. Data were collected through observation, interviews, documentation, and literature study involving the National Park Office, village government, local communities, tourism managers, and tourists. The results indicate that Balai TN MaTaLaWa has performed its role as regulator, facilitator, catalyst, and dynamizer in tourism management. Its role as regulator is reflected in the establishment of tourism management rules and supervision of conservation areas. As a facilitator, the institution supports tourism facilities and community economic activities. As a catalyst, Balai TN MaTaLaWa builds cooperation among stakeholders, while as a dynamizer it provides training and tourism awareness education to local communities. The implementation of Community Based Tourism (CBT) has involved local communities in tourism activities, particularly as tour guides and environmental caretakers. However, tourism management still faces several challenges, including limited tourism human resources, inadequate supporting facilities, and unstable water discharge affecting the attractiveness of Lapopu Waterfall. Therefore, strengthening community capacity, improving infrastructure, and enhancing cooperation among stakeholders are necessary to support sustainable tourism management in the area.
