Abstract

This study aims to comprehensively examine the implementation of an open systems approach and process-based management in transforming educational bureaucracy toward sustainable quality improvement. The background of this research is rooted in the condition of education management in Indonesia, which remains partial, poorly integrated, bureaucratic, and less adaptive to dynamic changes. This study employs a qualitative descriptive approach using literature analysis and conceptual review of Total Quality Management (TQM), systems theory, and educational bureaucratic reform. The findings indicate that the open systems approach enables educational institutions to interact dynamically with their environment through integrated mechanisms of input, process, output, and feedback. The implementation of process-based management using tools such as SIPOC and the PDCA cycle has been shown to improve operational efficiency, reduce organizational fragmentation, and strengthen data-driven decision-making. Furthermore, the transformation of bureaucracy from a traditional model to an organic-adaptive model is a key factor in fostering innovative, collaborative, and responsive educational organizations that meet stakeholders’ needs. This systemic integration is further reinforced by the application of quality assurance standards such as Internal Quality Assurance Systems (SPMI) and ISO 9001:2015, which ensure consistency in educational service quality. Therefore, this study confirms that integrating an open systems approach with process-based management is an effective strategy for reforming educational bureaucracy and enhancing service quality in a sustainable manner.

Abstract

This study aims to analyze school quality transformation strategies based on Indonesia’s Education Report at SMAN 2 Sebulu, Kutai Kartanegara, by positioning literacy, numeracy, school climate, and organizational capacity data as the foundation for improvement planning. The study departs from an institutional paradox identified in the source document: teachers show strong pedagogical readiness and openness to innovation, yet students’ reasoning-based literacy and numeracy outcomes remain limited. This condition indicates that school quality problems cannot be reduced merely to individual teacher competence; rather, they are closely related to control systems, data validation, administrative governance, and sustainable academic monitoring. This research applies an exploratory qualitative design through document analysis, SWOT mapping, and TOWS synthesis. The theoretical framework is strengthened by recent literature on data-based planning, instructional and distributed leadership, evidence-driven school improvement, literacy-numeracy learning, inclusive school climate, and violence prevention in educational institutions. The analysis identifies four transformation priorities: strengthening principal monitoring, validating academic data through evidence-based documentation, revitalizing co-curricular operations, and developing measurable external synergy. The findings affirm that school quality transformation requires a shift from sporadic program culture toward a data-based quality management system, cross-actor collaboration, and sustainable documentation.

Abstract

The digital transformation of education has accelerated the adoption of technology-based learning platforms to enhance the effectiveness of teaching and learning processes as well as school administrative management. One of the emerging platforms in Indonesia is Pijar Sekolah, which provides integrated services for online learning, classroom management, learning assessment, and academic administration. This study aims to analyze the factors influencing the effectiveness of Pijar Sekolah implementation through a Systematic Literature Review (SLR) approach. The study followed the PRISMA 2020 guidelines, including identification, screening, eligibility assessment, and article selection stages. Literature sources were collected from Google Scholar, Garuda, SINTA, and DOAJ, covering publications from 2020 to 2025. A total of 125 articles were identified, and after the selection process, 25 articles met the inclusion criteria and were analyzed. Data were examined using content analysis and narrative synthesis techniques. The findings reveal that system quality, information quality, service quality, ease of use, user satisfaction, and system benefits are the primary factors determining the successful implementation of Pijar Sekolah. System quality emerged as the most influential factor, affecting users’ experiences in accessing and utilizing available services. The review further indicates that the success of digital educational platforms depends not only on the availability of features but also on the system’s ability to effectively and sustainably meet users’ needs. The findings provide valuable insights for improving Pijar Sekolah services and supporting the advancement of digital transformation in education, particularly in Balikpapan City.
