Penelitian ditetapkan terhadap kebijakan pembangunan proyek Wisma Negara Republik Indonesia dalam Kawasan Centre Point Of Indonesia di Makassar, guna mengetahui partisipasi masyarakat dalam tahapan penyusunan agenda dan formulasi kebijakan berdasarkan konsep pembangunan partisipatif, serta kelayakan investasi pembangunan proyek Wisma Negara Republik Indonesia atas inisiasi refungsionalisasi Gedung atau Aula Wisma Negara Republik Indonesia sebagai prasarana kepentingan publik berdasarkan analisis biaya dan manfaat dengan teknik evaluasi ekonomi atas perhitungan nilai manfaat bersih saat ini. Penelitian ini berdasarkan sifat datanya merupakan penelitian dengan pendekatan campuran. Hasil penelitian menjelaskan bahwa kebijakan pembangunan proyek Wisma Negara Republik Indonesia mendayagunakan partisipasi masyarakat secara bentuk politis atau bersifat semu, sehingga manfaat kegiatan yang dapat diperoleh juga tidak dapat berguna, dinikmati, hingga dimanfaatkan bagi masyarakat Sulawesi Selatan sebab tidak berasal dari kewenangan masyarakat Sulawesi Selatan guna menetapkan sendiri perihal kebutuhan yang berarti bagi mereka. Selain itu, investasi program atas inisiasi refungsionalisasi Gedung atau Aula Wisma Negara Republik Indonesia sebagai prasarana kepentingan publik tidak dapat menuai kelayakan untuk dipertimbangkan, serta senyatanya dapat direkomendasikan untuk dibatalkan oleh sebab nilai manfaat bersih saat ini yang diperoleh melalui nilai faktor diskon 6,1 % dalam skenario investasi program selama lima (5) tahun ke depan, atau dari tahun 2021 hingga tahun 2026 yakni negatif seratus tiga puluh empat miliar dua ratus empat puluh sembilan juta sembilan ratus tujuh puluh lima ribu sembilan ratus dua puluh rupiah (- Rp. 134.249.975.920,-) bersifat lebih kecil atau kurang dari nilai nol (NPV < 0). Research set on the Country House project development policy of the Republic Indonesia in the Centre Point of Indonesia Area in Makassar, aims to determine people participation in the stages of agenda setting and policy formulation based on the concept of participatory development, as well as the feasibility of an investment the Country House project development of the Republic of Indonesia as the initiation of the refunctionalization of the Building or Multipurpose Hall of the Country House as an infrastructure of public interest based on cost and benefit analysis with the economic evaluation techniques on the calculation of the current net benefit value. This research based on the nature of the data is a research with a mixed approach. The results of the research explain that the Country House project development policy of the Republic of Indonesia utilizing people participation in a political or pseudo-political form, so that the benefits of the activities that can be obtained also cannot be useful, enjoyed, so that they are used for the people of South Sulawesi because it does not come from the authority of the people of South Sulawesi to determine their own needs that are meaningful to them. In addition, program investment for the initiation of re-functionalization of the Building or Multipurpose Hall of the Country House as an infrastructure of public interest unable to reap eligibility for consideration, and in fact it can be recommended to cancel because of the current net benefit value obtained through the discount factor value of 6,1 % in the program investment scenario for the next five (5) years, or from 2021 to 2026 which is negative one hundred thirty four billion two hundred forty nine million nine hundred seventy five thousand nine hundred and twenty rupiah (- Rp. 134.249.975.920,-) is smaller or less than zero (NPV < 0).
