Penelitian ini bertujuan untuk menganalisis penerapan Collaborative Governance dalam inovasi pelayanan akta kelahiran melalui program "Kucataki" di Dinas Kependudukan dan Pencatatan Sipil Kota Makassar. Masalah yang dihadapi meliputi rendahnya cakupan kepemilikan akta kelahiran akibat kendala geografis, prosedur birokrasi yang kompleks, dan literasi teknologi masyarakat yang masih rendah. Konsep Collaborative Governance oleh Ansell dan Gash digunakan untuk menjelaskan pentingnya kolaborasi antara pemerintah, sektor swasta, dan masyarakat dalam mencapai tujuan bersama. Metode penelitian ini adalah deskriptif kualitatif dengan pendekatan observasi, wawancara, dokumentasi, serta triangulasi data. Hasil penelitian menunjukkan bahwa implementasi program Kucataki, yang memanfaatkan teknologi aplikasi, meningkatkan cakupan kepemilikan akta kelahiran. Proses kolaboratif melibatkan dialog tatap muka, komitmen terhadap proses, dan pembagian tanggung jawab antara Disdukcapil, rumah sakit, puskesmas, serta masyarakat. Meskipun menunjukkan hasil positif, program ini masih menghadapi tantangan, seperti gangguan jaringan internet dan rendahnya literasi teknologi di masyarakat. Penelitian ini menyimpulkan bahwa Collaborative Governance efektif dalam menciptakan sinergi antar pihak, meskipun memerlukan peningkatan infrastruktur teknologi dan sosialisasi. Rekomendasi yang diberikan adalah penguatan infrastruktur teknologi, peningkatan pelatihan literasi digital masyarakat, dan evaluasi berkelanjutan untuk memastikan keberlanjutan program serta replikasinya di wilayah lain. This study aims to analyze the implementation of Collaborative Governance in birth certificate service innovation through the "Kucataki" program at the Department of Population and Civil Registration of Makassar City. The issues faced include low coverage of birth certificate ownership due to geographical barriers, complex bureaucratic procedures, and low community technological literacy. Ansell and Gash's concept of Collaborative Governance is used to explain the importance of collaboration between the government, private sector, and the community in achieving common goals. This research employs a qualitative descriptive method with approaches including observation, interviews, documentation, and data triangulation. The findings show that the implementation of the Kucataki program, which utilizes Android-based application technology, has increased the coverage of birth certificate. The collaborative process involves face-to-face dialogue, commitment to the process, and the division of responsibilities among the Department of Population and Civil Registration, hospitals, community health centers, and the community. Although it has shown positive results, the program still faces challenges such as internet network disruptions and low technological literacy among the community. The study concludes that Collaborative Governance is effective in creating synergy among stakeholders, though it requires improvements in technological infrastructure and public outreach. Recommendations include strengthening technological infrastructure, enhancing digital literacy training for the community, and conducting continuous evaluations to ensure the program’s sustainability and its replication in other regions.
