This community service program was initiated in response to the low levels of awareness and participation among both village officials and the community in the formulation of Village Regulations (Perdes) in Belangwetan Village, Klaten Utara District. Ideally, Perdes should be developed through participatory and inclusive processes to reflect local needs and aspirations. To address these issues, the program implemented a series of empowering activities including field surveys, legal education, interactive discussions, and simulations of regulation drafting. The participatory-educational approach aimed to build the capacity of village stakeholders in understanding the legal principles, technical procedures, and democratic values underlying village governance. The program's execution revealed several challenges: limited public consultation during Perdes drafting, lack of legal literacy among officials, and inadequate community engagement mechanisms. Through targeted interventions, the service team successfully raised awareness, encouraged community input, and enhanced the competence of local apparatus in policy formulation. Notably, the simulation exercises allowed community members to gain practical experience in participatory regulation-making. In addition, discussions highlighted the strategic role of the Village Consultative Body (BPD) and the importance of transparency and information access in the process. The program outcomes included increased legal consciousness, strengthened institutional collaboration, and a shared commitment to fostering responsive and democratic village governance. Overall, the initiative proved effective in promoting inclusive regulation processes that support the autonomy and development of rural communities. ABSTRAK Program pengabdian masyarakat ini dilaksanakan sebagai respons atas rendahnya tingkat pemahaman dan partisipasi masyarakat serta perangkat desa dalam proses pembentukan Peraturan Desa (Perdes) di Desa Belangwetan, Kecamatan Klaten Utara. Idealnya, Perdes disusun melalui proses yang partisipatif dan inklusif agar mencerminkan kebutuhan serta aspirasi lokal. Untuk mengatasi persoalan tersebut, program ini mengimplementasikan serangkaian kegiatan pemberdayaan, seperti survei lapangan, penyuluhan hukum, diskusi interaktif, dan simulasi penyusunan regulasi. Pendekatan partisipatif-edukatif digunakan untuk membangun kapasitas para pemangku kepentingan desa dalam memahami prinsip hukum, prosedur teknis, dan nilai-nilai demokrasi dalam tata kelola pemerintahan desa. Pelaksanaan program mengungkap berbagai tantangan, seperti minimnya konsultasi publik dalam penyusunan Perdes, rendahnya literasi hukum aparatur, serta belum optimalnya mekanisme pelibatan masyarakat. Melalui intervensi yang tepat, tim pengabdian berhasil meningkatkan kesadaran hukum, mendorong masukan dari masyarakat, dan memperkuat kompetensi aparat desa dalam merumuskan kebijakan. Kegiatan simulasi secara khusus memberikan pengalaman praktis kepada warga dalam menyusun peraturan secara partisipatif. Diskusi juga menyoroti peran strategis Badan Permusyawaratan Desa (BPD) serta pentingnya transparansi dan akses informasi dalam proses penyusunan regulasi. Hasil program menunjukkan peningkatan kesadaran hukum, penguatan kolaborasi kelembagaan, dan komitmen bersama untuk mewujudkan tata kelola desa yang responsif dan demokratis. Secara keseluruhan, program ini terbukti efektif dalam mendorong proses peraturan desa yang inklusif untuk mendukung otonomi dan pembangunan masyarakat pedesaan.
