The results of the study indicate that the institutional in Malang City is still weak, marked by the absence of a multidisciplinary working group for a green city. In addition, government readiness is still low due to lack of concern, a conventional "business as usual" work system, and weak law enforcement. Recommended strategies include the formation of a multidisciplinary working group, increasing green knowledge and awareness through green campaigns, circular economy, information transparency, and the implementation of rewards and punishments. Environmental awareness and high commitment from the government and collaboration between stakeholders are requirements to realize a Green City in Malang City.
