The research was motivated by low ability in understanding the concepts of rights and obligations and the rare application of varied teaching modules in learning Pancasila Education. The research aims to determine the effectiveness of scientific approach teaching modules to improve the ability to understanding the concepts on material of rights and obligations. The method used a quantitative approach with pre-experimental one group pre-test post-test design. This research involved 26 of third grade students in phase B of elementary school as the sample. Data were collected through observation, interview, and tests that had been tested previously for validity and reliability. Data analysis was conducted using Wilcoxon and N-Gain tests. The results showed that the average score of pre-test 50,40 and post-test 87,65. Based on the results of the average difference test which obtained a significance value of 0,000 < 0,05 which means Ha is accepted, shows that there is a significant increase in a student’s conceptual understanding ability. And then the results of the N-Gain score was 77,44% in the high effectiveness criteria. So it can be concluded that the scientific approach teaching module is effective for improving the ability to understand concepts on the material of right and obligations in phase B of elementary school.Penelitian ini didasari oleh rendahnya kemampuan pemahaman konsep pada materi hak dan kewajiban dan masih jarang penerapan modul ajar yang bervariatif dalam pembelajaran Pendidikan Pancasila. Penelitian ini dimaksudkan untuk mengetahui efektivitas modul ajar berbasis pendekatan saintifik untuk meningkatkan kemampuan pemahaman konsep materi hak dan kewajiban. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan pre-experimental one group pre-test post-test design. Penelitian ini melibatkan 26 peserta didik fase B kelas III sekolah dasar sebagai sampel. Data didapatkan melalui observasi, wawancara, dan tes yang telah diuji validitas dan reliabilitas sebelumnya. Analisis data dilakukan melalui uji Wilcoxon dan N-Gain. Hasil penelitian menunjukkan nilai rata-rata pre-test 50,40 dan post-test 87,65. Berdasarkan hasil uji perbedaan rerata diperoleh nilai signifikansi sebesar 0,000 < 0,05 yang artinya Ha diterima menunjukkan adanya peningkatan kemampuan pemahaman konsep peserta didik yang signifikan. Adapun hasil skor N-Gain sebesar 77,44% berada pada kriteria keefektifan tinggi. Maka dapat disimpulkan bahwa modul ajar berbasis pendekatan saintifik efektif untuk mengembangkan kemampuan pemahaman konsep materi hak dan kewajiban di fase B sekolah dasar.
