Abstract

Penelitian ini bertujuan menganalisis pelaksanaan asesmen kebutuhan sebagai bentuk evaluasi madrasah, mengkaji integrasinya ke dalam perencanaan mutu, serta menjelaskan perannya dalam penetapan prioritas kelembagaan di MAN 2 Pulang Pisau. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi nonpartisipan, dan telaah dokumentasi terhadap kepala madrasah, guru, serta dokumen perencanaan seperti RKJM dan RKAM. Analisis data dilakukan secara interaktif melalui kondensasi data, penyajian data, serta penarikan dan verifikasi kesimpulan, dengan keabsahan data dijaga melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa asesmen kebutuhan dilaksanakan secara rutin pada awal bulan dan awal tahun ajaran dengan melibatkan guru dan tenaga pendidik secara partisipatif. Proses ini digunakan untuk mengidentifikasi kebutuhan akademik, afektif, pengembangan kompetensi guru, serta sarana dan prasarana madrasah. Temuan utama menunjukkan bahwa hasil asesmen tidak berhenti pada tahap identifikasi, tetapi diintegrasikan ke dalam RKJM dan RKAM sebagai dasar penyusunan skala prioritas program dan alokasi sumber daya. Dengan demikian, asesmen kebutuhan berfungsi sebagai instrumen evaluasi kelembagaan yang mendukung perencanaan mutu berbasis data, partisipatif, dan kontekstual di madrasah. Asesmen Kebutuhan Sebagai Evaluasi Madrasah dalam Perencanaan Mutu di MAN 2 Pulang Pisau Abstract This study aims to analyze the implementation of needs assessment as a form of madrasah evaluation, examine its integration into quality planning, and explain its role in determining institutional priorities at MAN 2 Pulang Pisau. The study employed a descriptive qualitative approach with a case study design. Data were collected through in-depth interviews, non-participant observation, and document analysis involving the madrasah principal, teachers, and planning documents, particularly the RKJM and RKAM. Data were analyzed interactively through data condensation, data display, and conclusion drawing and verification, while trustworthiness was ensured through source and technique triangulation. The findings reveal that needs assessment is conducted routinely at the beginning of each month and academic year through participatory involvement of teachers and educational staff. This process is used to identify academic, affective, teacher professional development, and facilities-related needs. The main finding indicates that the assessment results do not stop at problem identification, but are integrated into the RKJM and RKAM as the basis for setting program priorities and allocating resources. Therefore, needs assessment functions as an institutional evaluation instrument that supports data-based, participatory, and contextual quality planning in the madrasah setting.
