This study analyzes the role of competency development and performance appraisal of human resources (HR) in strategies to improve education quality in the digital transformation era. The method used is library research with a systematic literature review approach, reviewing national and international journals related to teachers’ digital competence and performance evaluation systems. The findings indicate that HR competency development includes not only technical skills but also pedagogical, social, and digital ethics dimensions. Meanwhile, teacher performance appraisal remains largely administrative and needs to be redirected toward digital based indicators and learning outcomes. The integration of competency development and performance appraisal significantly contributes to achieving an adaptive, inclusive, and globally competitive education system.
