Abstract

This study aims to analyze the influence of job rotation, work environment, and career development on the work achievement of Civil Servants (ASN) in the Civil Service Police Unit (Satpol PP) and Fire Department (Damkar) of Mamuju Regency. As agencies that play a crucial role in maintaining public order, enforcing local regulations, and responding to fires, the work achievement of ASN in these settings is significantly influenced by how these three aspects are managed; therefore, examining the relationships among these variables is essential. Research data were collected via a questionnaire distributed to 76 respondents, with the sample size determined using the Slovin formula. Data analysis was performed using multiple linear regression, supplemented by a t-test to examine partial effects and an F-test for simultaneous effects, with the assistance of SPSS software. The research findings indicate that the three independent variables job rotation, work environment, and career development each have a positive and significant effect on civil servants work achievement, both partially and simultaneously. An Adjusted R-Square value of 68.0% indicates that these three variables collectively explain the variation in work performance. These results can serve as a reference for policymakers within the Mamuju Regency Satpol PP and Fire Department in formulating improvement measures, particularly regarding the implementation of more appropriate job rotation, the creation of a conducive work environment, and the strengthening of career development programs for civil servants. The novelty of this research lies in testing the work achievement model in public sector organizations with high-risk task characteristics (Satpol PP and Fire Department), where the integration of job rotation and both physical and non-physical work environments is proven to be the main driver of ASN work achievement in the regions.
