This study examines smart tourism governance and digital transformation in the community-based destination of Kampung Tua Bakau Serip, Batam. Using a qualitative case study approach, data were collected through interviews, observations, document analysis, and Nvivo-based mapping involving government representatives, tourism managers, and local stakeholders. The findings show that local communities primarily drive smart tourism development through a bottom-up digitalization approach. Community participation received the highest assessment score (55), indicating strong social capacity and active involvement in tourism development, while tourism attractions scored 50. Digital initiatives such as websites, social media promotion, QR trail signage, and Serip 360° demonstrate that digital transformation is largely supported by communities, universities, and private actors rather than government intervention. However, institutional (43.33) and amenity (37.5) scores indicate weaknesses in governance structures and tourism infrastructure. The study concludes that successful smart tourism governance depends not only on technology adoption but also on institutional support, collaboration, and policy integration.
