<![CDATA[This study examines the implementation of the 2019 Regional Development and Empowerment Innovation Program (PIPPK), a territorial development and community empowerment innovation program, in Cijawura Urban Village, Buahbatu District, Bandung City. The program was designed to decentralize neighborhood-scale development, strengthen community institutions, and combine public funding with participatory planning. A qualitative descriptive case-study design was used, drawing on field observations, semi-structured interviews with government and community actors, and policy and administrative documents. Data were interpreted through Edwards III’s policy implementation framework, focusing on communication, resources, disposition, and bureaucratic structure, and analyzed through reduction, display, and conclusion verification. The findings show a pattern of partial effectiveness. Bureaucratic arrangements and formal responsibility were relatively clear, while human-resource capacity, technical understanding, steering-team performance, and cross-level communication remained uneven. Budget realization reached 92.60%, but high absorption did not automatically indicate optimal empowerment outcomes. Misunderstandings about the nature of PIPPK allocations, limited monitoring intensity, and a stronger emphasis on physical activities than local economic empowerment constrained program effectiveness. The study concludes that community-based decentralization requires not only funding and formal structures but also sustained communication, implementation capacity, collaborative monitoring, and clearer technical guidance.]]>
