<![CDATA[This article critiques the effectiveness of the Sentra Kreasi Atensi (SKA) Program innovation, which shifts the paradigm of homelessness management from a repressive-charitable approach to empowering entrepreneurs through collaborative governance. Although conceptually progressive, the SKA carries the risk of systemic failure due to the dominance of centralized mega-infrastructure development, which is costly but low in scalability. This research uses a qualitative descriptive-analytical method based on secondary data, which is dissected through the Public Logic Framework instrument, Collaborative Governance theory, and the Innovation Policy framework. The analysis results show that SKA innovation has fundamental structural weaknesses: (1) reliance on a reactive emergency paradigm in the downstream sector; (2) absolute dependence on the state budget; (3) spatial inefficiency that triggers new social exclusion; and (4) bias towards manual vocational training that ignores integrated care and digital literacy. As an alternative policy, the government is recommended to transition from merely "patching the system" to structural transformation through the implementation of preventive safety nets in the upstream sector, Social Investment financing schemes, decentralization of micro-housing (tiny house villages), implementation of the Integrated Care Model, and adoption of blockchain-based transactional identity. Through this reorientation, state innovation can evolve into a sustainable ecosystem of self-reliance for marginalized groups.]]>
