Abstract

Low-income households in dense urban districts such as East Jakarta face a persistent double burden: recurring food-price inflation and unequal access to affordable staples, even as the local government channels a substantial budget into a subsidized food program without a systematic implementation review. This article investigates how far that program, administered by the Sub-Department of Food Security, Marine Affairs, and Agriculture (Sudin KPKP) pursuant to Jakarta Gubernatorial Regulation No. 28 of 2022, is actually realized on the ground. Using a descriptive qualitative design, the study examines six implementation dimensions drawn from Knill and Tosun (2020): instrument choice, policy design, oversight, institutional arrangement, administrative capacity, and social acceptance, through in-depth interviews with two Sudin KPKP officials and seven beneficiaries, complemented by document review. Results show that price subsidies channeled through partner regional-owned enterprises meaningfully reduced food prices, though sustainability depends heavily on those enterprises' operational capacity. Policy design still leaves gaps in target-data accuracy, complaint channels, and long-term budget certainty; oversight remains administratively compliant but stops short of measuring actual impact; and administrative capacity emerges as the weakest link, constrained by understaffing, inadequate storage facilities, and manual record-keeping. Public acceptance of the program, meanwhile, is broadly favorable, although it varies unevenly across sub-districts. The article recommends that strengthening the administrative capacity of Sudin KPKP East Jakarta be treated as the top priority for future policy improvement.
