Community-based tourism development requires effective management and legal awareness to ensure visitor safety and protection. This community service program aimed to improve tourism managers’ knowledge and legal awareness of visitors’ rights, managers’ obligations, legal responsibilities, and risk prevention at Kampung Madu, Bringin Village, Kediri Regency. A participatory approach involved problem identification, legal education and socialization, case discussions, mentoring, and evaluation of participants’ understanding. Materials covered consumer protection, managers’ responsibilities, visitor safety and security, and mechanisms for addressing potential legal liability. Results indicated improved understanding of legal compliance in tourism management. Participants could identify visitors’ rights and managers’ obligations, recognize legal risks, and understand the importance of safety procedures, transparent information, and visitor complaint-handling mechanisms. The program strengthened awareness that visitor protection is integral to professional and sustainable tourism governance. Legal awareness education can therefore serve as a capacity-building strategy for Kampung Madu managers to develop a safe, responsible, and legally accountable tourism destination while ensuring appropriate visitor protection and integrating legal compliance into destination management practices.
