Abstract

This study examines Defamation and Insult through Information and Communication Technology Media According to Law No. 19 of 2016 Amendments to Law No. 11 of 2008 concerning Electronic Transaction Information which is the Indonesian Formil Law regarding the dissemination of information in the ITE Law, Criminal Code, Press Law, Human Rights Law, KIP Law and Constitutional Court Decision Number: 50 / PUU-VI / 2018, by using Normative Law research methods supported by the Concept approach (conceptual approach), Legislation approach (statue approach) and Case approach (case approach). The results of the author's research show that to be categorized as defamation, it must meet the elements contained in Articles 310 and 311 of the Criminal Code, namely "to be known to the public," meaning that defamation can be criminalized if what is intended is found by the public, according to the Constitutional Court Decision Number: 50 / PUUVI / 2008 which explains Article 27 paragraph (3) of the ITE Law is not a new norm because it must absolutely refer to the basic norms of Articles 310 and 311 of the Criminal Code, But on the contrary, if the element "to be known to the public" is carried out for public interest and self-defense, it cannot be subject to Article 27 paragraph (3) of the ITE Law jo Articles 310 and 311 of the Criminal Code, because journalists carrying out their profession as Journalists for the public interest is a statutory order as stipulated in the Basic Press Law Number 40 of 1999 including as a vehicle for social control that functions to cover, searching, collecting data and broadcasting and disseminating news so that the purpose is known to the public in line with the constitutional mandate contained in TAP MPR Number: XVII / MPR / 1998 concerning Human Rights.

Abstract

Permata Hebat application is an application created as a service to develop micro businesses among housewifes in Semarang City. However, to fulfill this expectation, of course, the application needs good IT management or governance, so that the application can be optimally utilized by its users. However, since its operation on March 23, 2021, it is not yet known how the quality or level of management capability or IT governance services run by the organization. Information system audit itself is an activity to evaluate and ensure that the system has met the standards. Meanwhile, one of the frameworks that can be used to conduct an audit is COBIT 5. COBIT 5 is a good practice whose processes have been adapted to current standards. As for the process control used is the Deliver, Services, and Support (DSS) domain. The results of the calculation show that for domains DSS01, DSS03, and DSS06 each received a maturity level value of 0.60, 0.52, and 0.61 or at level 1 performed. Meanwhile, domains DSS02, DSS04, and DSS05 each received maturity level values of 0.45, 0.35, and 0.42 or are still at level 0 incomplete. Therefore, there is still a need for a lot of improvement or improvement in each process. The goal is that the system can run in accordance with organizational expectations.

Abstract

Diabetes is a prevalent disease in humans that is caused by excessive sugar levels in the body. If left untreated, it can lead to severe consequences such as paralysis, decay in certain parts of the body, and even death. Unfortunately, early detection of diabetes is difficult, and many cases go untreated until it is too late. However, the development of technology has opened up new possibilities for early detection and treatment of diabetes. One such approach is classification, a commonly used method in the field of Computer Science. Classification is used in various fields, including health, agriculture, and animal diseases, to draw conclusions based on input data using cause-and-effect relationships. Many different learning concepts and methods can be used in classification, with the Decision Tree concept being one of the most popular examples. This study compares several classification methods, including Decision Tree, Random Forest, AdaBoost, and Stochastic Gradient Boost, with feature selections carried out using MI and IF. The study aims to evaluate the effectiveness of these methods and the influence of feature selection on improving their performance. Based on the results of the study, it can be concluded that feature selection using Mutual Information and Importance Feature can improve the classification accuracy in some methods, particularly in Random Forest, AdaBoost, and Stochastic Gradient Boost. However, the Decision Tree algorithm did not show any improvement in accuracy after feature selection. The best classification accuracy was achieved with the Stochastic Gradient Boost method using the original dataset without feature selection, while the Random Forest method showed the highest accuracy after using all the features. Overall, the results suggest that feature selection can be a useful technique for improving the performance of classification algorithms in diabetes prediction. The study suggests that future research could investigate other classification methods, such as Neural Network or Deep Learning, and use optimization algorithms like Genetic Algorithm or Particle Swarm Optimization to improve feature selection results.

Abstract

The information technology product security certification policy in Indonesia is implemented based on BSSN Regulation 15 of 2019 concerning the Indonesian Common Criteria Scheme (SCCI). The products used in data processing should be certified for its security to guarantee information security. However, almost three years since the regulation was implemented, effect on information security has not been achieved. The focus of this study is to analyse the influence of the implementation of information technology product security certification policy on the effectiveness of information security assurance in Indonesia. Policy implementation was analysed using the theory of Edward III. Edward III's policy implementation model consists of 4 variables: communication, resources, disposition, and bureaucratic structure. Effectiveness consists of 3 variables: goal achievement, adaptation, and integration. This study used the mixed-method approach. The findings showed that simultaneously communication, resources, disposition, and bureaucratic structure have a significant effect and very strong correlation on effectiveness. From these results, it can be recommended to develop a policy communication strategy that is more effective in providing information to the public, make a timeframe and concrete target for resources variable, establish communication, coordination, and consensus with the public and private sectors to achieve a willingness and commitment to implement an IT product security certification policy, and set a timeframe and concrete targets regarding the formation of an organization that has the duties, functions and authority of IT product security certification, business processes and organizational implementation procedures.

Abstract

The rapid development of technology is also a reason why sophisticated technology is needed to help solve the problems experienced in an agency or organization. There are also organizations engaged in various fields student movement. They use internet technology as a place to promote their organization. As is the case with an organization called the Information Technology Student Association (HMTI) at Muhammadiyah University of Palembang. They use the Internet as a place to promote their organization, and to improve organizational performance. With the help of the internet, HMTI can be more flexible in reporting or informing the activities they do. In addition, they can also conduct consolidation and coordination via the internet. For example, if HMTI wants to hold an event that wants to invite various people to their event, HMTI not only informs their event through advertisements posted on the streets, they can also simply post the information via the internet whose scope is not only known. only by the people around him but not limited to any world.

Abstract

This study begins from the problems that arise related to the discussion of the ITE Bill in the DPR, as well as the revision and implementation of the ITE Law. Especially issues related to cases that cause polemics and disturb the feeling of justice. This study aims to describe the construction of social reality in the form of thoughts, ideas, and discourses behind the implementation of the ITE Law. This study is also intended to determine the involvement of public participation in influencing the processes of legal formation and public policy in state institutions as described by Habermas (1989). So far, the growing assumption is that the ITE Law has limited freedom of expression and there is a state motivation to demand civil society compliance through repressive state apparatus. The question to be answered in this research is to what extent are the principles of deliberative democracy found in the social processes that occur in the discussion of the ITE Bill, revision and implementation of the ITE Law? Our argument is that the process of discussing the revision of the ITE Law and evaluating this law is not based on the principles of deliberative democracy, thereby strengthening the regime of digital authoritarianism.
